Recommended motion:
That a finding be made that the replacement of the Oak Street
and Valley Street Bridges over Warm Creek, in accordance with
Plan No, 6934, is needed for health and safety reasons.

STAFF REPORT
These bridges have been inspected by Caltrans, under their Bridge
Inspection Program, and found to be inadequate for legal highway
loads, Weight limits were accordingly posted to limit the loads
that are applied by vehicles.
The Federal Highway Act authorizes funds for the Federal Bridge
Replacement Program. Funds under this program are used to finance
80% of the cost for replacing bridges found to be in an advanced
state of deterioration, Both bridges were nominated for funding,
Their sufficiency index was found to qualify them for funds under
the program.
The restrictions issued by the Office of Planning and Research
stipulate that only Public Works Projects needed for health and
safety reasons may be constructed "South of the line."
Replacement of these bridges is vitally needed to provide for
passage of legal highway loads with complete safety. We recommend
that a finding be made that the replacement of these'bridges is_
needed for health and safety,
URGENCY CLAUSE:
A negative declaration has been issued by the Environmental Review
Committee, and it is necessary to advertise for bids as soon as
possible in order for construction to be completed prior to the
rainy season,
