Synopsis of Previous Council action:
June, 1986 - Allocation of $51,700, from CDBG funds, to finance
the cost for installing street lights, approved.
Recommended motion:
That the plans for installation of street lights on Waterman Avenue,
from Central Avenue to Mill Street, in accordance with Plan No. 7265,
be approved, and the Director of Public Works/City Engineer, author-
ized to advertise for bids.

STAFF REPORT
Plans for installation of these street lights have been
prepared by the Engineering Division and the project is
ready to be advertised for bids, The project consists,
in general, of installing 9 ISO-Watt street lights and 1
service pedestal.
Listed below is an estimate of the total project cost:
Construction Contract $ 40,aSO
Engineering & Inspection (W.O. #17aa) 3,900
Sub-Total $ 44,750
Contingencies (15%) + 6,750
Total Estimated Project Cost $ 51,500
An amount of $51,700 has been allocated, under Account
No. 121-544-5754a, to finance the costs incurred for
these improvements.
We recommend that the plans be approved and authorization
granted to advertise for bids.
URGENCY CLAUSE
The Project Proposal form for Community
Development Funds sets forth a schedule for
the project. This schedule shows advertising
to be done in June, 1987. It is necessary to
secure approval as soon as pOSSible in order
to avoid further slippage of the schedule,

Approval of plans and authorization to advertise for bids, for
installation of street lights on Waterman Avenue, from Central
Avenue to Mill Street, is on the Supplemental Agenda as Item
No, S-2,
Date
In accordance with the restrictions imposed by OPR, only those
Public Works projects needed for health and safety reasons may
be constructed "south of the line."
The installation of street lights on this section of Waterman
Avenue was nominated for funding from CDBG funds, in order to
improve safety of the motoring public and pedestrians. This
project was reviewed by the Citizens Committee and recommended
for funding, due to the hazards created by the absence of street
1 i ghts.
A finding will need to be made by the Mayor and Council that
this project is needed for health and safety reasons, before a
contract can be awarded. Therefore, it is recommended that the
following motion be adopted concurrently with the one set forth
in the Request for Council Action.
FORM MOTION:
That a finding be made that the installation of street lights
on Waterman Avenue, from Central Avenue to Mill Street, in
accordance with Plan No. 7265, is needed for health and safety
reasons,
