On April 22, 1985, the City filed a preliminary application with the State for
designation as an Enterprise Zone. The Enterprise Act establishes a program to
stimulate private investment and business development in distressed areas by
providing State incentives in combination with local incentives. Although not
approved for State designation, the City has committed to continuing the
Enterprise Zone concept on the local level.
On November 1, 1985, the Mayor and Common Council adopted Ordinance MC 480, which
established incentives for the Enterprise Zone. A second ordinance, Ordinance MC
481, was adopted immediately thereafter as an urgency adopting the incentives in
MC 480.
Each category of usage has specific incentives, however, some incentives may apply
to more than one category.
Residential - Rehab and Infi11 (all areas except industrial and commercial)
- City fee exemptions - all building permit fees
- Technical assistance
- Permit Streamlining
Industrial (State College)
- City rebates - 25% utility tax first 3 years
25% Business license fee first 3 years.
Commercial (Mt. Vernon Corridor)
- City Rebates - 100% utility tax first 3 years,
100% business license first 3 years.
- 25% water first 3 years.
- City fee exemptions - all building permit fees.
- Job Linkage - Linkage agreements must be negociated.
- Technical Assistance
- Permit Streamlining
Attached marked Exhibit wAw is a map of the designated Enterprise Zone areas.
The Redevelopment Agency was designated as the Zone Management Office and is
responsible for verification of eligibility for fee exemption and/or rebates and
for submitting to the Mayor and Common Council an annual Enterprise Zone Status
Report.
The annual Enterprise Zone Status Report for the periods beginning March 31, 1986
and ending on December 31, 1986, was presented to the Mayor and Common Council on
February 2, 1987.
The total amount of fee exemptions and or rebates for the period mentioned above
was $20,272.10.
This amount induced:
a)
20 New businesses for a total building permit value of $1,128,012 and
created 43 jobs.

January 1, 1987 and ending on June 16, 1987 was $9,500.00

b) 18 infi11 homes
c) 8 single family rehabs
e) 4 single family residences
