That the Building & Safety Department shall not issue permits on projects unless: A. Planning Commission has given final approval to the project and the deadline to file an appeal with the Mayor and Council has passed without an appeal being filed, or, B. That no project may commence, to any degree, unless a valid permit has been issued to and received by the applicant. That no City employee may authorize a project to begin construction, dig footings, lay foundations or commence any work whatsoever unless a valid permit has been issued. 3.
