INC, FOR FY 1987-88, Page 2 Casa Ramona. Inc. has operated the Ramona Drop-In Center for the City since September 1. 1983, The contract cost has been $40.501 each year through 1986-87. Casa Ramona. Inc. has proposed a ten month contract for $42.033.00 for 1987-88 beginning September 1. 1987 and ending June 30. 1988. The reason for a ten month contract is that previous Casa Ramona Drop-In contract periods ran from September 1st - August 31st. and not within the regular July 1st - June 30th fiscal period, Therefore. in order to bring this contract in line with the true fiscal year time frame, the new contract is for a ten month period beginning September 1. 1987 and ending June 30. 1988. The monthsof July and August 1987 are covered under the previous agreement dated October 1, 1986, The new proposal by Casa Ramona. Inc. reflects a slight increase in expenses of operation of the Casa Ramona Drop-In Center particularly in manpower and liability insurance coverage. The services provided by Casa Ramona are invaluable and meet the needs of several thousand individuals through such services as completing forms, job information, legal services, bilingual newsletters. tax preparation, referral services and special events and activities. See the attached proposal for a complete list of services and contacts. The Parks, Recreation and Community Services Administration Budget for FY 1987-88 includes the funds for this contract, It is recommended that the resolution be adopted to approve the contract, thus continuing a valuable service for the community, Justification for Supplemental Agenda Preparation of a resolution and agreement was delayed due to delays in the budgetary process. The parties agree as follows: 1. Recital s. (a) City has in the past operated a drop-in center known as the "Ramona Drop-In Center" located at 1524 West 7th Street, in San Bernardino, California, which drop-in center Casa Ramona has operated on behalf of the City since September I, 1983. (b) Casa Ramona has submitted to City a proposal for the continued operation of the drop-in center, which proposal is set forth in a letter received by the Director of Parks, Recreation and Community Services Department with a "first draft" of a drop-in center budget with a total budget amount of $42,033.00. Said letter and budget are annexed hereto as Exhibit I and incorporated herein by reference. (c) City agrees that the budget is reasonable, and desires that Casa Ramona undertake the continued operation of the center as of September I, 1987. 2. Implementation, (a) The parties hereto agree that, effective September 1, 1987, Casa Ramona shall continue the operation of the drop-in center and provide the services specified in Exhibit I. (b) Casa Ramona agrees that it will provide all services specified in Exhibit I, and other services appropriate to the operation of a drop-in center. Casa Ramona agrees to make its records and books available 13 to City for inspection and audit at any reasonable time. Only expenses 14 incurred for and related to the operation of the drop-in center shall be 15 paid for by the City under the terms of this Agreement. 16 4. Discrimination. 17 Casa Ramona agrees that the activities of Casa Ramona funded under 18 this Agreement and all employment offered by Casa Ramona under this Agreement 19 shall be free of discrimination based upon race, color, creed, age, sex or 20 national origin. Casa Ramona shall comply with affirmative action 0uidelines 21 in its employment practices. 22 5. Hold Harmless. 23 Casa Ramona shall hold City, its elective and apPOintive boards, 24 officers, agents and employees harmless from any liability for damage or 25 claims for damage for personal injury, including death, as well as from claims 26 for property damage which may arise from Casa Ramona's operations under this 27 Agreement, whether such operations be by Casa Ramona or by any persons directly 28 2 o o ~ or indirectly employed by, or acting as agent for, Casa Ramona. Casa Ramona shall defend City and its elective and appointive boards, officers, agents and employees from any suits or actions at law or in equity for damages caused, or alleged to have been caused, by reason of any of the aforesaid operations. 6. Insurance. Casa Ramona shall, prior to the commencement of the term hereof, provide City with a certificate of insurance and an additional insured endorsement evidencing a policy of public liability and property damage insurance with a company satisfactory to City, which policy shall have a combined single limit of not less than $500,000.00, and shall name City as an additional insured. The certificate shall state that Casa Ramona's insurance will be primary to any insurance coverage City may have in effect. All evidence of insurance required hereunder shall be in a form satisfactory to City and shall contain an endorsement to the effect that no change or cancellation in the terms thereof shall be effective unless at least 10 days written notice thereof has been given the City. 7. Notices. Work Sentence Program (84 people on the program 1986-87), . o o o ~ The Casa Ramona Drop-In Center provides San Bernardino res- idents with a wide range of services. Outlined below are the specif~c services and programs which the Center propo- ses to provide during Fiscal Year 1987-88. More detailed ~ explanation of each program/service function is provided on accompanying pages. An approximate schedule for the de- livery of these services, the implementation of programming and more about our staff and client population is also in- cluded. We provide services to these who most need them: The poor, elderly, homeless, unemployed, children and families, non- eng1ish speaking, new arrivals, and crime victims. No one is turned away, though city residents are aided directly, others may be referred else where for assistance, Most center clients reside in the spanish speaking neigh- borhood of the city's West and Southcentral areas, however, we see many persons at the Drop-In Center from other areas throughout San Bernardino. PAGE I . o o o ~ OMBUDSMAN SERVICES/CLIENT ADVOCACY Originally,.the Casa Ramona Drop-In Center was invisioned as a "Satellite" City Hall:, offering citizens a wide range of city services "close to home" today, the center has evol- ved from a generalized "Mini City Hall" into more of an office of first-and often last, resort for a large number of citie residents. Primarily, we now serve those whO lack the con- fidence, social or language skills or stamina to confront public agencies or municipal depgrtments on their own. The Drop-In Center is thus the only entre by which many thou- sands of city residents can confidently seek information or help with problem solving on issues of city services, public health, employment, education, housing and the like. Con- versely, most city offices and a great many public agencies serving San Bernardino citizens refer persons calling or vi- siting them to our Drop-In Center. Here we are asked to do case review and "work-ups", translations, aid with forms counseling, family need assessment, and a variety of refer- rals, Many times our clients are undergoing periods of physical and emotional stress. Other city departments and public agencies often employ our staff and facilitIes "safety values" to avoid confrontation, to "cool down" volatile indiVIduals or situations. The Drop-In Center thus functions as a primary "entry point" for many city residents seeking information and guidance who are too ill, uniformed too isolated, fearful or skepti~al about local government to directly approach down- town offices for themselves. We see many persons each week for example, both spanish-speaking and english-speaking who are unable to read or write in any language yet are under- stanably very sensitive about "exposing" their disability to others. , PAGE II Continued Ambudsman: o o o ~ Finally, the Drop-In Center staff acts in the role of ombudsman. Which we never make policy decisions-only reports and recommendations to our supervisors, we are often able to assist citizens with bureaucratic red-tape by telephone or let- ter, Sometimes just calm, ~etailed explanations of the requi- rements of a specific situation or program are necessary to di- rect an individual or family, past ?n artificial barrier to their search for correct information" instructions or specific services. At the Drop-In Center, we have learned to tailor our words and actions to the varied requirements of people-of ten times peo- ple in crisis. As professionals we are also here to explain these needs in turn to our City Hall collegues and the person- nel of other public and private agencies in San Bernardino. We are a central component in what may be viewed as a "mutual aid pact" for individuals and families in need. Our ultimate goal in serving persons and families is to foster self-confidence and the highest possible degree of independence, pride and good health in our clientele. Interestingly, many of our best volunteers who spend up to 20 or 30 hours monthly help- ing us to help others-were themselves once at the Drop-In Center seeking assistance, This self-help recycling within the commu- nity is one of our most notable San Bernardino city "success stories". . PAGE III-A . , c .0 o ~ Direct Service: The Casa R~mona Drop-In Center now works in conjunction with the department of Pub~ic Social Services. County Welfare now refers a large number of their monolingual hispanic clients to us, We have experienced increasing numbers of center clients requesting assistance with forms, documentation and explanations of the requirements they must meet. We believe that this is due to the following: (A) More people are learning about the services of the Casa Ramona Drop-In Center. (a) The needs of the local client population have grown while the available services have not kept pace. (C) The lines of all persons in our society become in- creasingly complex each day; but for the poor, non- english speaking or elderly these complexities boom larger and more overpowering than ever. PAGE IV . c o o Direct Service: FILLING OUT FORMS One of the most important fGnctions of the Casa Ramona Drop-In Center is to provide assistance to the spanish speaking with: (A) Explaining and completing a variety of forms (B) Translation of documents, instructions, official correspondence, etc. (C) Typing letters for our clients (in refernce to the above) (D) Referrals to specifi agencies or service providers. These services will continue to be provided on Mondays, Wednesdays and Fridays from 12:30 P.M. to 5:00 P.M. PAGE V ~ ", ..., "r"-.... c o o o EMPLOYMENT SERVICES , Throughout the year we assist clients with finding jobs and applying for employment. We network with other agencies and act as a clearing-house and referral. Telephone and personal interview techniques, asssisting with applications if neces- sary, We often bring job seekers together with prospective employers, we keep a file on all jobs that become available through the region and South of California. Special attention is provided to older or "returning" worker and the young, entry-level or "first-time' worker. Both groups may need particular guidance in job search activites. PAGE VI . o o o o Direct Services: LEGAL SERVICES , Since 1984 the Drop-In Center has provided free legal services to low-income persons, At our legal clinic, clients are inter- viewed by a paralegal who determines whether they qualify by income level for our services. If the client is elgible for our services, they then are given a consultation with one of our volunteer attorneys, We keep in contact with each client, -Family Law, Dissolution of Marrieage, Child Custody Matters, Adoptions, Modification of Child Support etc, -Civil Cases, (after suits) and we help with Landlord Tenant cases, including evictions. The attorney drafts appropriate responses and advises clients on a course of action. The office hours are from 8:00 A.M. to 5:00 P,M. Monday thru Friday, The hours of the legal clinic are Mondays from 6:00 P.M. to 9:00 P.M. or by appointment. Total number of persons served by the Drop-In Center legal clinic ranges from 1,500 to 2,000 per year and is steadily increasing. PAGE VII . c o o o Direct Service: SPECIAL HOLIDAY PROGRAMS "NAVIDAD EN EL BARRIa/CHRISTMAS IN THE BARRIO" Navidad En El Barrio (Christmas In The Barrio), is a special program sponsored by television Channel 34. which provides needy children and their families with Christmas Eas- kets containing food as well as toys. This is one of our programs that involves the most work, but it is one of our most rewarding. We start each year in October by screening applicants for eligibility. In November, we oper- ate a phone bank for the annual telethon held by Channel 34 which raises funds for the Navidad En El Barrio, In the first weeks of December, we attend a special meeting in Los Angeles at the studios of Channel 34 where we are informed as to the amount of Christmas Baskets. Ten days before Christmas all food items and toys are delivered to the Casa Ramona Drop-In Center. All items are put in a Christmas Basket and these are distributed to families, We employ over 30 volunteers to make this project work and each year the number of families who benefit from this program increases. Approximately 300 families (over 1,600 per~ sons are served). Other special holiday programs include the center's participa- tion in community fiestas twice annually and including July 4th observances, Thanksgiving day food distributions, etc. or PAGE VIII c o o ~ SOCIAL SECURITY OUTREACH Each first Friday of the mo~th. a field representative from the Social Security Administration visits the center to ad- vise our clients, Center staff is responsible for pre-arranging client appoint- ments. These ~ho cannot ~ait for an appointment in the center are referred directly to the local Social Security Office and ffiay latfr be assisted witt [c.rms, t~a~slatio~s, etc. During the ~eek ~e provide other services: Monday, Wednesday and Friday ~e assist ~ith Social Security forms. Total numbers of persons coming into our office for social security services range from 40 to 50 per ~eek. . PAGE IX ':' o o ~ "SUMMER YOUTH PROGRAM" , Through the months of July and Augyst, the Casa Ramona Drop- In Center works with the city of San Bernardino to help the young people of our city (those between the ages of 14 to 18 years) find summer jobs, All yo~ng people who apply must f111 out an application and qualify under certain guidelines declar- ing that they are from low income families and are residents of the City of San Bernardino. All those who qualify for this program are given the type of work where they can learn while on the job, such as child de- velopment aid, office aid, typist, recreational aid, nutrition- ist aid, custodial work and a total of 100 hours per month. Each young person is given the opportunity to chose the type of work that they do. The Casa Ramona Drop-In Center is res- ponsible for maintaining time sheets and providing the daily supervision of each summer youth person assigned to us. Many of these Summer Youth employees return to the center for help during the school year in seeking part-time employment in the private sector, PAGE X . o o o o SUMMER LUNCH PROGRAM ~ Each Summer the Drop-In Center staff works with city represen- tatives to coordinate the annual "Childrens Summer Lunch Pro- gram" at Cas a Ramona. This program offers a nutritional lunch to hundreds of needy children in.the community. Through this program we provide lunches to children age 2 through ages of 18 years, Lunches are served at the Cas a Ramona dining room Monday through Friday between the hours of 12:00 to 1 :00 P.M. Our center is recognized by the Department of Agriculture as one of the best coordinated lunch sites in the City of San Bernardino. The number of children who benefit from this pro- gram ranges from 1,800 to 1,900 per month. . PAGE XI c o o o "VOLUNTEER TAX PROGRAM" ~ May 16 through August 30, each year we assist a large number of people with their renters assis~ance forms and homeowners assistance tax forms preparation. Each claimant must have a total household income of not more than $12,000 for the cal- endar year. Volunteers trained ?y the Franchise Tax Board are authorized to initial items on the claim form requiring documentation, These programs are designed for persons who are: (1) 62 years or older (2) Disabled or Blind Each year our volunteers are trained and provided updated Tax Preparation These are then authorized to assist eligible persons in completing these forms. PAGE XII . o o o o WORK SENTENCE/COMMUNITY SERVICE PROGRAM r The San Bernardino County Probation Department will continue to provide work placements at casa Ramona in 1987 and 1988. This allows individuals to comply with their community service alternative work sentence. The Drop-In Center Coordinator is responsible for the daily record keeping for participants in this program. The Director assigns each person the duties which they must complete in the time allotted for their work sentence, Individual work assignments may include~~Child Care Center. The working hours for each individual are: Monday thru Friday 8:00 A,M. to 5:00 P.M, with one hour lunch break. Number of individuals participating each year ranges from 140 to 150, PAGE XIII . c o o o COMMUNITY ~DUCATION Cas a Ramona Drop-In Center staff will coordinate and con- , duct four (4) public seminars. A typical seminar would consist of a variety of speakers and presentations to in- form the community about different. programs that are avail- able throughout the city and county of San bernardino. ------------------------------------------------------------- PUBLIC INFORMATION During the fiscal year, 1987-88, we will distribute three (3) bilingual newsletters. These will focus on issues and ser- vices provided by the Social Services Agencies and Organizations in the area, They will provide information on the activities of the Casa Ramona Drop-In Center and also information on other events organized by Casa Ramona, We will distribute 11,000 newsletters per publication. We collect and distribute at the Center a variety of printed material fer distribution to our clients. We also attend workshops, community events, job fairs, etc and carry forth our brochures and newsletters into the larger com- munity. .
