This Department currently has two Clerk Typists for permit issuance and one Account Clerk. The volume of business which we have experienced this past year places demands on these people which allows no time for routine or special correspondence. Within the past six months. the Board of Building Commissioners' Meetings have been cancelled because the required notices could not be completed in time. The Director's office is faced with a backlog of paperwork for which there is no relief with our present staff. Most staff members do some of their own typing and all of their own filing due to lack of personnel for support. While my original request was to substitute the Secretarial position for the Account Clerk II, our level of annual revenue (over $2 million) for which we must accurately account, makes that proposal unwise. TUCKER, DI~TOR BUILDING & SAFETY ~T Date APRIL 17, 1987 Approved Date The existing Account Clerk II position, who has traditionally served as .Secretary" for the Department Director. is currently overwhelmed with accounting work. This is due to a 28.81 increase in valuation (permitting activities) from 1984-85 to 85-86 and additional a current year increase from last year of 691. The character of permits has also changed from approximately 351 residential permit to nearly 801. This results in a substantial increase in posting activities for these smaller permits. This work cannot be delayed. Our two clerks who prepare permits have similarly been inundated with work. The consequences of the high priority daily work in permitting and accounting has resulted in delayed administrative and code enforcement work, The Board of Building Commissioners meetings have been called off three of the last 6 months due to missing the required legal time frames for posting and pre- paration, This is due (ntirely to lack of secretarial help. Monthly reports to top level management of department activity are unavoidably and regularly late. Correspondence with the Council. the Mayor and the public is often delayed due to the inability of our clerical staff to handle the work load. The Director is experiencing a log jamb of routine handling of reporting and replies in personnel and budget matters as well as other inter-office work. PH 3: 5 I Mary Jane Perlick, Director of Personnel I t~t,.<#oll /'~ FROM: SUBJECT: Upgrade of ACcount Clerk II in the Building and Safety Department DATE: COPIES: March 11, 1987 (7010) Doug Chandler, Personnel Analyst ------------------------------------------------------------- The original recommendation from the classification study 18 months ago was to reclass the ACcount Clerk II in BUilding and Safety to a new class which would have been called Clerk IV. This class was originally intended as the top clerical class in a series, for Use in departments where the person holding the top clerical Position did not use shorthand or shorthand was not required on the jOb. The class stUdy recommended the same salary range for Account Clerk II and Clerk IV. After the Clerk IV was recommended, two things then happened. (1) The Account Clerk II in Building and Safety apDealed the class change. She preferred the Account Clerk II title and (2) a sUbsequent count showed that only 2 or 3 persons in the City would have been assigned to the Clerk IV. The final recommendations of the study eliminated therefore the Clerk IV class entirely and left the Building and Safety ACcount Clerk II in place. Mr. TuCker tells us he needs to Use have a person hand skills; so, I agree that this position Upgraded to that of Secretary. The cost approximately $275 per month inclUding PERS.
