BACKGROUND AB 1740 created the California Law Enforcement Equipment Purchase (CLEEP) grant program and appropriated $75 million in entitlement funds for local law enforcement agencies to purchase needed equipment and technology. The State Controller has allocated a minimum grant of $100,000 to each city police chief, county sheriff and several special districts. The remaining balance was allocated to county sheriffs and city police chiefs based on their proportionate share of the state's total population estimate as determined by the most recent January population estimates by the Department of Finance. The City of San Bernardino's share of this allocation is $164,435. FINDINGS The Police Department primarily uses Motorola STX handie-talkie (HT's) 800 MHz radios for voice communications between field units and dispatch when personnel are away from their vehicle radios. This model HT went out of production in 1993. Motorola was required by the FCC to support this product for seven years and stopped making replacement parts in 1999. We anticipate that the lack of replacement parts will cause 10% ofthe Department's 200 Motorola STX HT's to become inoperable each year. To address this issue, the Department recommends using CLEEP funds to purchase 62 Motorola MTS2000 HT's radios, spare batteries and battery chargers at a total estimated cost of$164,435. The cost per HT, spare battery and battery charger combination is approximately $2,652 (including tax). The City of San Bernardino owns a proprietary 800 MHz trunked radio system designed and built by Motorola Incorporated. Because of the proprietary trunking technology, only Motorola brand radios can be utilized. Radios for public safety are only available directly through Motorola Incorporated. The police department is requesting that the Mayor and Common Council exempt bidding for this equipment pursuant to Section 3.04.0IOB.3 of the San Bernardino Municipal Code. Additional Motorola MTS2000 HT's, spare batteries and battery chargers will be purchased in subsequent years as funding becomes available. FINANCIAL IMPACT There will be no impact on the City's General Fund. The acquisition cost of the handie-talkie radios will be $164,435 (including tax). Police Department will be using a total of $164,435 derived from the FY 2000/01 CLEEP grant funds.
