Backl!round: The Development Services Department has been working closely with California State University San Bernardino to develop a plan to relieve traffic congestion at University Parkway from the 1-215 freeway and Northpark Boulevard. The proposed Pepper Linden Drive improvements will provide a new street that will connect Northpark Boulevard to Kendall Drive through vacant properties owned by the San Bernardino Municipal Water Department and the Economic Development Agency. The proposed improvement will consist of designing a four lane roadway with curb, gutter, and sidewalk. The pavement for the initial phase of construction will be 24 feet wide, with future expansion as traffic demand increases. Requests for Qualifications (RFQ) for Professional Civil Engineering Services were sent to 28 Civil Engineering firms, as well as being advertised in The San Bernardino County Sun newspaper and with the San Bernardino Area Chamber of Commerce; eleven firms responded to the RFQ. A selection committee consisting of Ray Casey, City Engineer; Mike Grubbs and Jarb Thaipejr, Senior Civil Engineers; and Youn Kim, Engineering Associate, reviewed the RFQ's and selected three firms, based on their qualifications, to submit a Request for Proposal (RFP) for street improvements of Pepper Linden from Kendall Drive to Northpark Boulevard. Proposals were received from: 1. Willdan Associates 2. Holmes and Narver 3. Korve Engineering, Inc. After carefully reviewing the proposals received, the committee determined that Korve Engineering, Inc. was the best qualified to provide the necessary services. The committee considered similar project experience, personnel assigned to the project, past experience with the firm (where applicable), ability to meet scheduling requirements, and understanding of and interest in the project in making their determination. Financial Imoact: Cost for services associated with this contract shall be not to exceed $52,240.00 with a contingency amount of $5,224.00. Funding for this project in the amount of $400,000 was approved in the FY 2000/01 CIP Gas Tax Fund and all costs incurred will be charged to Account No. 126-369-5504-7007 (pepper Linden Street Improvement).
