and California State University San Bernardino (CSUSB).

During the development of the FY 2000/01 Capital Improvement Program (CIP), CSUSB and
the City jointly identified a need to address the issue of relieving existing and future traffic
congestion and minimizing delay on the circulation roadway system leading to and from the
CSUSB campus. The fast pace of traffic growth in the area prompted a cooperative effort to
plan for the needed circulation improvements to serve present and future development, in
addition to the projected University expansion.
Both CSUSB and the City have mutually agreed to develop an "improvement implementation
plan", with cost estimates, and to cooperate in seeking and programming State/Federal Funds
and to implement such improvements in a timely manner. It was agreed to split the cost of the
traffic study (SO/SO).
The traffic analysis is directed at reviewing present and future congestion, and operational and
traffic safety issues related to the local and regional circulation system providing access to the
CSUSB campus as well as this area of the city. CSUSB will act as the lead agency to
administer the contract and will bill the City for its share of the traffic study costs.
This study will also include a further analysis of the University/I-21S interchange, in addition
to other existing/proposed freeway accesses in the vicinity. Some of the major city streets that
will be included in the analysis are Pepper Avenue, University Parkway, Kendall Drive,
Industrial/Hallmark Parkway, Northpark Boulevard, and Little Mountain Drive.
Financial Imoact:
The total cost of the Traffic Study, per the MOU prepared by CSUSB and attached as Exhibit
1, is $37,800. The City's share of $18,900 will come from Account No. 126-369-5504-7007
(Pepper Linden/Kendall to Northpark Design and Construction).
Recommendation:
That the Mayor and Common Council adopt the resolution approving a Memorandum of
Understanding between the City of San Bernardino and California State University San
Bernardino to conduct a traffic study.

RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING
THE EXECUTION OF A MEMORANDUM OF UNDERSTANDING BETWEEN
THE CITY OF SAN BERNARDINO AND CALIFORNIA STATE UNIVERSITY
SAN BERNARDINO TO CONDUCT A TRAFFIC STUDY.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION I. The Mayor of the City of San Bernardino is hereby authorized
and directed to execute on behalf of said City, a memorandum of understanding with
California State University San Bernardino to conduct a traffic study. A copy of said
memorandum of understanding is attached as Exhibit "A" and made a part hereof.
SECTION 2. The authorization to execute the above referenced agreement is
rescinded if the parties to the agreement fail to execute it within sixty (60) days of the
passage of this resolution.

MEMORANDUM OF UNDERSTANDING TO CONDUCT TRAFFIC STUDY
Between
THE CITY OF SAN BERNARDINO
And
CALIFORNIA STATE UNIVERSITY, SAN BERNARDINO
This memorandum of understanding, by and between California State University. San
Bernardino ("University") and the City of San Bernardino ("City"), provides for the participation
of both entities in the development of a traffic study ("Study") to identify a roadway
improvement program that the University will implement in coordination with the City.
Universitv's ReSPonsibilities: University will enter into an agreement with KAKU Associates
to conduct a traffic analysis study of the local and regional roadway system which provides
access to California State University, San Bernardino campus in the City of San Bernardino.
The analysis will identify and verify problems of traffic congestion, operations and safety.
Hereby attached as Exhibit A and incorporated herein, are the proposal from KAKU associates
and a scope of work for the project, consisting of 5 pages.
The total cost of the Study is $37,800.00. which will be shared equally between the University
and the City.
Citv's Responsibilities: City will reimburse the University for 50% of the cost of the tramc
analysis provided by KAKU Associates. University will invoice the City after the project ;s
completed and the University has rendered payment to KAKU Associates. City agrees to pay the
University within thirty (30) days after project completion and receipt of University invoice.
Both parties agree to make available to one another and to KAKU Associates all relevant data
required for successful completion of the analysis. Data shall be provided as necessary in a
timely manner and shall not be unreasonably withheld.
University and City staffs wi!! jointly coordinate the development of the Study with Kaku
Associates. All technical aspects of the Study tasks shall be jointly coordinated between the
University, City and Kaku Associates. Draft and final Study reports shall be distributed
simultaneously to both University and City. Kaku Associates shall implement CitylUniversity
comments from review of draft study in the final Study.
Amendments to this MOll: This MOU may only be changed by written amendment signed by
authorized ofticials of City and University. No oral agreements shall be binding or of any effect
on either party.

Kaku Associates, Inc. is pleased to respond to your request for proposal to conduct a traffic
study as a follow-up' to the Environmental Impact Report previously prepared for the California
State University San Bernardino Master Plan. The attached scope of work, which responds to
each of the issues discussed during our meeting with the representatives of the City of San
Bernardino on March 3, 2000, summarizes the proposed work program for this project. The
scope of work is directed at the development of a roadway improvement program which the
university hopes to implement in coordination with the City of San Bernardino. For the purposes
of preparing a budget, it has been assumed that the study would include the 15 intersections and
3 street segments identified during our meeting.
We feel that this study can be completed within 8 weeks after notice to proceed and collection
of any new traffic counts. It is estimated that a budget of $37,800 would be required to complete
the work. This cost estimate includes $31,800 to conduct the actual analysis and $6,000 to
conduct traffic counts at each of the 15 locations identified by the City Traffic Engineer. This is
based on a rate of approximately $400 per location for a set of morning (2 hour) and afternoon
(4 hour) peak period turning movement traffic counts.

TRAFFIC ANALYSIS TO PREPARE ROADWAY IMPROVEMENT PROGRAM
SCOPE OF WORK
This traffic analysis is directed at the identification and verification of problems of traffic
congestion, operations and safety which currently exist, or are expected to exist, on the local and
regional roadway system which provides access to the California State University San Bernardino
campus in the City of San Bernardino. We suggest that the scope of work include the following
tasks:
TASK 1. DATA COLLECTION
Relevant data for the study area will be collected including a detailed description of the street and
highway system, traffic counts for all relevant intersections and street . segments, and the
identification of any major transportation improvements which may affect the traffic conditions
within the study area. It may be necessary to collect additional traffic counts at one or more
locations to ensure that adequate recent peak hour traffic counts are available for use in this
study. For the purposes of developing a budget, it is assumed that all appropriate data would
be made available for existing sources including the City of San Bernardino files, previously
conducted studies, and data collected by Kaku Associates. It is assumed that new peak hour
turning movement traffic counts would be collected at each location as part of this study. The
new cQunts will satisfy standards identified by the City Traffic Engineer of the City of San
Bernardino.
For the purposes of preparing this proposal, it is assumed that a total of 15 intersections and 3
roadway segments would be analyzed with a detailed a.m. and p.m. peak hour capacity and
impact analysis conducted at each location.
An inventory will be made of the existing street system serving the study area, including number
of lanes, street widths, traffic control devices, and operational characteristics at the 6 study
intersections. Any additional pertinent data will also be compiled, including previously conducted
traffic studies..
TASK 2 - EXISTING CONDITIONS
A detailed assessment existing operating conditions and constraints within the study area will be
made. This assessment will be conducted in accordance with guidelines discussed and agreed
upon with the City of San Bernardino Traffic Engineer using techniques and methodologies that
provide the necessary data to allow a detailed analysis of operating conditions during the
morning and evening peak hour of the street system and during periods when university traffic
peaks. Levels of service will be quantified at the study intersections using the appropriate
methodology.

Existing traffic operational problems and congested areas will be identified. These issues will be
developed to a level of detail consistent with the requirements of the City including approach by
approach level of service for all intersections, study periods that include both the typical peak
hours of the street system and of the university-generated traffic.
Existing transit service serving the project site will be identified.
TASK 3 - ASSESSMENT OF FUTURE CONOmONS
Work with university to identify growth projections for the campus. These include immediate (2
years), short-term (5 years) and long-term (10 year) growth projections with the identification of
factors related to student enrollment, staff and faculty population and resident student population.
These are necessary to develop trip generation forecasts for these time periods under Mure
condition. These trip generation estimates will be based on factors used as part of the Master
Plan EIR.
TASK 4 . FORECASTS FUTURE TRAFFIC CONOmONS
Forecasts of future traffic conditions will be developed which include background traffic growth
and cumulative developments within the study area as well as growth in traffic resulting from
changes on the CSUSB campus. The future base traffic conditions for study intersections
located will be projected utilizing an updated list of cumulative projects and growth factor
obtained from the City.
Project trip generation will be estimated based an agreed upon source (e.g., the Institute of
Transportation Engineers' (ITE's) Trip Generation, 6th Edition). Future weekday conditions with
development of the proposed project, including background traffic growth, cumulative
developments within the study area, and traffic generated by the growth on campus will be
developed.
Forecasts will include a 2-year forecast, a 5-year forecast and a 10-year forecast. For the
purposes of this study, these will represent the immediate, short-term and long-range conditions
in the study area.
TASK 5 - ANALYSIS FOR FUTURE CONOmONS
Forecasts of future traffic volumes will be analyzed to assess the projected operating conditions
within the study area. Methodologies similar to those identified in Task 2 will be used to
calculate VlC ratios and to estimate levels of service at each of the intersections within the study
area. Using techniques similar to those used to assess existing conditions, the analysis will be
in sufficient detail to identify operating conditions for individual approaches of each intersection.
This data will also be used to assess the likely impact of the university traffic on each
intersection.

TASK 6 - IDENTIFICATION OF ISSUES
The analysis of existing and Mure traffic conditions will be used to identify locations with current
or projected problems associated with traffic congestion (i.e., insufficient capacity), operational
issues (i.e., inefficient lane configurations, signal timing, etc.) and safety problems. This
assessment will concentrate on the identification of existing or potential issues at the study
intersections. locations will be classified into those with current, immediate action, short-term
and long-term issues.
Based on discussions with you and the City staff, it is anticipated that these issues would include
the following:
. Alternatives to improve access from 1-215 to and from the campus, in particular
reduction of queues on freeway off-ramps
. Solutions to improve the intersection of Kendall Drive/University Parkway as a
means of improving access to the campus
. The potential benefrts/costs associated with improvements to the Pepper/Unden
corridor, especially as a secondary means of access to the campus
. Opportunities associated with the creation of an inner road on campus, especially
as it relates to an additional access point into and out of the campus
.
Issues associated with the potential benefits of the creation of a through route on
an inner campus roadway
.
The need for the installation of additional signals at key locations, e.g., Ultle
Mountain/Northpark
.
The use of changeable message signs on the 1-215 to direct motorists to use the
correct route the campus
.
Assessment of the need to protect access control off of University Parkway
TASK 7 - DEVELOP AND ASSESS MITIGATION MEASURES
Potential roadway improvements designed to address each of the issues identified above will be
prepared, In some cases, it may be necessary to develop more than one alternative
improvement. The effectiveness of each will be assessed to determine if further measures are
necessary, Preliminary cost estimates will also be developed using standard order-of-magnitude
unit cost figures obtained from the City, '

These potential physical improvements will be evaluated from a conceptual planning perspective
only. For each improvement, it will be necessary to coordinate with representatives of the
relevant local agencies to identify the responsibility of each jurisdiction for each improvements.
Agencies include the City of San Bernardino, the County and Caltrans.
TASK 8 . DEVELOP IMPLEMENTATION PROGRAM
A proposed improvement program will be prepared which identifies the potential roadway
improvement recommended for each impacted location. It will also be necessary to make a
preliminary assessment of the relative priority of each improvement. This priority listing will
consider several issues including the severity of the issues/problems, the potential cost-sharing
program with multiple jurisdictions, the capital improvements costs, the need for additional right-
of-way to implement the improvement, and potential for State or Federal funding to implement
the improvement.
TASK 9 - PREPARE TECHNICAL MEMORANDUM
A technical memorandum will be prepared to document the results of this analysis.
