In fact, in the last nine (9) years Agency employees have received only two (2) cost ofliving adjustments as follows: 5% increase in July 1994 4% increase in July 1996 Also, in 1998 the Community Development Commission reorganized the Agency and eliminated many Agency staff positions, thus reducing the number of Agency employees, whereby the remaining staffwas required to assume additional job responsibilities and duties without additional compensation. Current Issue Based upon these circumstances, staff surveyed a number of cities and agencies to determine how many have received cost ofliving adjustments over the past few years. The cities and agencies surveyed include, but are not limited to: Riverside, Fontana, Rialto, Rancho Cucamonga, the Inland Valley Development Agency, and the City of San Bernardino. Based upon this survey, staff is recommending the following amendments to the Agency's Personnel Policies and Procedures: 1. Cost of Livinl! Adiustment (COLA): All Agency staff salary ranges be increase by six percent (6%) retroactive to July 1,2000 Fiscal Impact to Agency: $70,638 for fiscal year 2000-01 and each year thereafter 2. Public Emplovees Rctirement System (PERS): The Public Employees Retirement Contract will be amended to provide the 2% @ 55 retirement plan effective June 30, 2001. GVO:Agenda CDC - cola and benefits COMMISSION MEETING AGENDA MEETING DATE: 09118/00 Agenda Item Number: R33 " Based upon recent discussion with PERS, 80% of all agencies currently covered by PERS are on the 2% @ 55 retirement plan, along with all of the school districts and the State ofCalifomia. It is important to note that PERS is considering that all new members be required to join PERS at the 2% @ 55 plan. Fiscal Impact to Agency: Estimated $379,000 one time payment from the PERS surplus (may be lower as described below). The cost of the PERS plan amendment (2% @ 55 retirement plan) is a one-time payment, which will be paid directly from the PERS surplus and will not impact the Agency's cash flow. The only estimated cost available at this time is based upon the actuarials as of June 30, 1998, prior to the Agency employee reduction. In reality, the 2% @ 55 plan will be based upon actuarials as of June 30, 1999 by the time of implementation, after the Agency employee reduction, which will lower the estimated cost of$379,000. 3. Emplovee Benefits - Cafeteria Plan: The Agency currently contributes a maximum if$600.00 per month per employee to cover health, dental, vision and supplemental life insurance premiums. Staff is proposing to amend the cafeteria plan too allow employees the flexibility to use the $600.00 per month to cover employee paid medicare payments, short-term disability insurance premiums, PERS long-term care premiums and deferred compensation up to the maximum of$600.00 per month. However, employees will not be allowed to drop health coverage for themselves for the additional benefit payments without proof of similar coverage through a different source. Fiscal Impact to Agency: -0- Currently, under the Agency's Personnel Policies and Procedures, the Agency is authorized and required to pay a total of $151 ,200 annually ($600 per month x 21 employees) for benefits under the cafeteria plan. This change would not increase the total amount of$600.00 per month allowed, but would allow additional benefits to be covered under the $600.00 per month maximum. ------------------------------------------------------------------------------------------------------------------ GVO:Agenda CDC - cola and benefits COMMtSSION MEETING AGENDA MEETING DATE: 09118/00 Agenda Item Number: -.&..n Conclusionrrotal Fiscal Impact to Al!encv In closing, the total cost to the Agency for the requested amendments is $70,638 for the current fiscal year, and the budget will be adjusted to reflect this increase. This sum will also be incorporated into all future Agency budgets. The total of$70,638 will be paid from Agency salary and benefits savings are outlined below: Salary and Benefit Reductions: Development Director Position 12 mos Special events Coordinator Position 8 mos Total Reductions 102,206 31.640 133,846 Salary and Benefits Additions: Project Manager Position 10 mos 62.806 Total Net Salary and Benefits Savings 7 I. 040 Therefore, because the source will be salary and benefits savings, there will be no additional fiscal impact/deficit to the Agency. Finally, given the number of steps staff has undertaken and will continue to undertake in the future to decrease the Agency's deficit, staff believes that in fiscal year 2001-02 there will be no Agency deficit. Recommendation That the resolution be adopted. Resolutions for implementation of the 2% @55 PERS retirement plan will be brought to the Commission for adoption prior to June 30, 2001. ------------------------------------------------------------------------------------------------------------------ G VO:Agenda CDC . cola and benefits ' COMMISSION MEETING AGENDA MEETING DATE: 09/18/00 Agenda Item Number: -B..3.J. ,. c o 19 20 21 22 23 24 25 26 0 27 28 . ce(Q)[P)'V I RESOLUTION NO. 2 RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF 3 THE CITY OF SAN BERNARDINO, CALIFORNIA, APPROVING AMENDMENTS TO EXHIBIT "B" AND SECTION 6 OF THE PERSONNEL 4 POLICIES AND PROCEDURES FOR ALL EMPLOYEES OF THE CITY OF SAN BERNARDINO ECONOMIC DEVELOPMENT AGENCY. 5 6 WHEREAS, on September 21, 1998, the Community Development Commission i ("Commission") adopted Resolution No. 5557 approving revised Economic Development 8 Agency of the City of San Bernardino Personnel Policies and Procedures for all 9 employees of the City of San Bernardino Economic Development Agency ("Agency") 10 including Exhibits "A", "B" and "C"; and II 12 13 WHEREAS, on October 5, 1998, the Commission adopted Resolution No. 5558 approving amendments to Exhibit "A", Exhibit "B" and Section 32 of the Agency's Personnel Policies and Procedures; and 14 15 WHEREAS, on October 18, 1999, the Commission adopted Resolution No. 16 1999-38 approving amendments to Exhibits "A", "B" and "c" of the Agency's Personnel I i Policies and Procedures in accordance with approved and adopted changes in Agency 18 personnel; and WHEREAS, the Commission now deems it desirable to amend Exhibits "B" and Section 6 to the Agency's Personnel Policies and Procedures. NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION I. Dental, Vision, Supplemental Life Insurance. Medicare, Short-term Disability, PERS Lon\!- Term Care and Deferred Compensation: Effective October 1,2000, the Agency's per employee contribution for medical insurance premiums, dental and vision insurance premiums, supplemental life insurance premiums, short-term disability premiums, employee portion of medicare, PERS long-term care premiums and employee portion of deferred compensation shall not exceed, in the aggregate, six hundred dollars ($600.00) per month per employee. Subject to PERS regulations and other applicable rules, an employee may choose how the Agency's contributions are allocated amongst medical insurance, dental and vision insurance, supplemental life insurance, short-term disability premiums, employee paid medicare, PERS long-term care premiums, and employee paid deferred compensation. Medical insurance for the employee may only be discontinued by the employee up~n proof of comparable insurance through an alternate source. Retirement: All regular full-time employees of the Agency are required to be members of the Public Employees"Retirement System (hereinafter called "PERS") at the 2% @ 55 plan, effective June 30. 200 I. The Agency shall pay 100% of the employee share of the PERS contribution." SECTION 3.
