The reorganization consists primarily of title changes to reflect more accurately actual work performed by staff and of pay increases to reflect current market salaries of comparable positions. The recommended changes are supported by the preliminary findings of the Classification and Compensation study. Analvsis The Library has received govemment discounts and numerous grants that have made possible the implementation of Library Information Technology, which in tum enables us to provide the citizens of San Bemardino with access to digital information via technology. This reorganization will enable the Library to utilize this Library Information Technology better and thus provide better, faster and more accurate library services to a larger number of our citizens in a more cost effective and time efficient manner. Evelyn Alexander, Administrative Operations Supervisor II, retired on 30 December, 1999. Her position has remained vacant to enable the Library to pay-off her benefits and to work towards the Mayor's vacancy savings goal. The reorganization revolves around restructuring this vacant position. To accomplish this, it will be necessary to delete the vacant Administrative Operations Supervisor II position, two Library Clerk positions, and one Typist Clerk III position and to establish in their place one Library Information Technology Manager position and three Library Technician positions. In addition, it is necessary to raise the pay level of the one Library Computer Technician to bring it closer in line with the extemal market salary for such a position. The study was conducted by the Library staff with the assistance of the Human Resources Department and included the Cities of Corona, Riverside and Pomona. For a long time prior to Ms. Alexander's retirement, the actual responsibilities of the position of Administrative Operations Supervisor II did not correspond with the title, As our library embarked on a transition to digital transmittal of information and the use of Library Information Technology, there arose a need for a top Manager of Library Information Technology who would direct the system-wide operations of Library Information Technology and the Library's provision of digitally archived information, write grant proposals and coordinate the activities of the Computer Leaming Center and all functions of PAC and electronic references, delivered both remotely and via a LAN and a WAN. These responsibilities require a librarian with highly specialized knowledge of library specifiC technology and computer applications and a master's degree in Library and Information Science. None of the positions being deleted correspond to the actual work performed by the staff in those positions. (This staff currently works out of classification; an example of this is Debra Bemben, a Library Clerk, who has been the manager of Inghram Library now for three years.) The new position of Library Technician will also reflect much more accurately actual responsibilities These positions will be filled through a competitive intemal recruitment open to all City Library employees who possess the necessary qualifications. Additionally this process will reward those current employees who have graduated from the San Bemardino Valley College Library Technician program as well as provide future employment opportunities for graduates of the program as openings arise. The Library Board deems this reorganization vital to the quality of library services provided to the community, This reorganization is also consistent with City Personnel practices. , . COSTING: 1. It is anticipated that the positions will not be filled until January 1, 2001 therefore the vacant Administrative Operations Supervisor II position will generate $29,935 in salary savings which will cover the cost for the remainder of FY 00-01. 2. It is expected that the General fund contribution will be increased to the Library in future years to cover these additional expenses.
