Contractual Services) Council Notes: Pinance Agenda Item No. J q q / /(/60 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report SUBJECT: Approval of Resolution for the Expansion of Area "D" Community Service Office. BACKGROUND: We have an opportunity to expand and remodel the Area "D" Police Community Service Center to enhance the area command and provide an attractive, functional environment for department personnel and community members. The expansion of the facility will provide a permanent structure and bring Area "D" into alignment with the other area commands. Since 1984, the Police Department has adopted Community Oriented Policing and established area commands throughout the city. Currently there are five area commands, each having at least one Community Service Office. In December 1987, a study entitled "An Analysis of Community Oriented Policing in the City of San Bernardino" was conducted to determine the appropriate location for the community offices based on established criteria. The specific criteria included optimal visibility, adequate parking, and a location within the area command that is convenient to the public. The "D" Area community service office was in its present location prior to the study being conducted. This office met all of the criteria in the study. A determination was made to maintain the current location for this community service office. The Area "D" Community Service Office is located at 334 W. Baseline Street in a leased office at the cost of $1 per year. The lease has expired. The "D" Area Community Service Office staff has grown to include two Area Detectives, a Crime Prevention Specialist, and the Distressed Neighborhood Grant Team, which increased the number of personnel by twelve. The size of the current office is inadequate to provide efficient working space for this number of employees. GASKA Inc. (our current landlord) has generously offered to allow the Area "D" office to expand to include 336 W. Baseline St. Remaining at this location complies with the site selection criteria as established in the December 1987 study. In addition GASKA will provide $13,000 towards the remodeling / expansion effort. The remodeling will include: . Adding offices to accommodate the increase in personnel. . Repainting the interior. . Replacing damaged / etched glass in storefront. . Replace / refurbishing existing fixtures / equipment as needed. . Adding new storefront signs. CHRONOLOGY OF EVENTS: . August 1999 The determination was made to improve or relocate the existing office. A location was identified at 711 W. 2nd Street. The landlord agreed to provide it for five years at $1.00 per year. Koston Construction submitted a construction estimate of$16,715.87. . January 2000 Area businesses voiced an objection to the relocations of the office. GASKA expressed interest in expanding the existing office and agreed to assist with some of the costs. ,~ . February 2000 Relocation ofthe office to the 2nd street site was posed to the City Council. The Council denied the move and the decision was made to renovate and expand the existing office. Renovation particulars were worked out with the property owner. Koston Construction submitted a construction estimate of $39,073.00 solicited by the Police Department . March 2000 Renovation plans were finalized with the property owner who agreed to contribute $13,000 toward the cost. A lease agreement was completed and signed with the owner expecting approval in April. . May 2000 The proposal was presented to the City Council with $25,000 renovation cost funded through ProfessionaVContractual Services Account and $13,000 through the property owner. The City Council approved the request and signed a 5-year lease. (Res. 00- 100). . July 2000 Bid package RFQ F-01-32 was sent to five San Bernardino firms: H&H General, French's, Ken's, Koston, and MGF Construction. Bid packages were also sent to Moody in Banning, Tiger Wall in Rancho Cucamonga and Cogley & Son in San Dimas. The bid specs were advertised in the Sun newspaper and posted on the City Web Page. Four contractors attended the mandatory job walk. Only one bid was returned. That bid for $54,168 was received from MGF Construction. The cost is for office renovation and expansion only and does not include signage or any furnishings. FINANCIAL IMPACT: The improvements will include removing walls and doors between rooms to create offices and a break room, a conference room, paint, wallpaper, telephone and computer lines. Identified funding sources are $25,000 from Professional/Contractual Services (Acct. #5505) from the fiscal year 1998-1999 COPS Option Grant and $16,168 is for the telephone wiring, computer wiring and associated costs and will come from Facilities Management's ProfessionaVContractual Services (Acct #630-262-5502). An additional $13,000 to be paid to the contractor by GASKA Inc. There is no significant change in the annual operating expense.
