RAYA HUMAN RESOURCES Subject: ESTABLISHMENT OF SALARIES FOR POLICE DEPARTMENT RANGES P-4, P-5, P-6 & P-7, EFFECTIVE AUGUST 1, 2000 Dept: OR'~ Iq ~L 1I\.r"i~ii Date: SEPTEMBER 11, 2000 Synopsis of Previous Council Action: On October 4, 1999, the Mayor and Common Council established salaries for Police Department Ranges P-4 (Police Lieutenant), P-5 (Police Captain), P-6 (Assistant Chief of Police) and P-7 (Chief of Police), effective August 1, 1999. Recommended Motion: 1. That the salaries for Police Department Ranges P-4 (Police Lieutenant), P-5 (Police Captain), P-6 (Assistant Chief of Police) and P-7 (Chief of Police) be established, effective August 1, 2000, as outlined in the attached Staff Report. 2. That the Human Resources Department prepare an amendment to Resolution No. 6429. 3. That the Mayor and Common Council authorize the Director of Finance to amend the Fiscal Year 2000-2201 Budget to transfer $71,900 from General Government Budget (001-092-5011) to the Police Department Budget in the General Fund. ~5 R~/ Signature Contact Person: Edward S. BACKGROUND Section 186 of the City Charter established a formula for setting salaries for local safety members, effective August 1 of each year. City staff has reached agreement with Police Management Employees on the ten cities whose salaries will be averaged to determine this year's P-4, P-5, P-6 and P-7 salaries for the Police Department. The cities selected are: Salinas Downey Berkeley Ventura Concord Huntington Beach Glendale Hayward Daly City EI Monte FINANCIAL IMPACT The new monthly salaries, effective August 1, 2000 are: RANGE SALARY P-4/Police Lieutenant P-5/Police Captain P-6/Assistant Chief of Police P-7/Chief of Police $7,721 $8,724 $9,619 $10,855 The increase in each range from 1999 is as follows: #OF TOTAL DOLLAR BUDGETED ANNUAL RANGE %CHANGE ADJUSTMENT POSITIONS ADJUSTMENT P-4 6.05% $441 9 $47,628 P-5 3.18% $269 3 9,684 P-6 1.61% $152 1 1,824 P-7 2.34% $248 1 2.976 $62,112 Adding 15.7730% to reflect variable fringe benefit costs, which rise with salary, the total added cost for salaries and fringe benefits is J71 ,~. . RECOMMENDATION 1. That the salaries for Police Department Ranges P-4 (Police Lieutenant), P-5 (Police Captain), P-6 (Assistant Chief of Police) and P-7 (Chief of Police) be established, effective August 1, 2000, as outlined in the attached Staff Report. 2.
