The Community Development Commission/Redevelopment Agency meeting was
called to order at 4:30 p.m., on Monday, November 6, 1989, in the Council
Chambers of City Hall, 300 North "D" Street, San Bernardino, California, by
Chairman W. R. Holcomb.
ROLL CALL
Roll Call was taken with the following being present: Members Jack
Reilly, Jess Flores, Michael MaudBley, Tom Minor. Absent: Esther Estrada,
Valerie Pope-Ludlam, Norine Miller.
STAFF PRESENT
James E. Robbins, Acting Executive Director, Redevelopment Agency;

approve the minutes of a) October 16, 1989, b) October 18, 1989, and c)
October 25, 1989, the meetings of the Community Development Commission of
the City of San Bernardino, aa submitted in typewritten form.
The motion carried by the following vote: Ayes: Members Reilly, Flores,
Maudsley, Minor. Noes: None. Abstain: None. Absent: Estrada,
Pope-Ludlam, Miller.

5. Eztenaion of Loan Aare_nt with the San Bernardino Economic
Develop.ent Council
Commissioner Minor _de a motion, seconded by Commissioner Maudsley, to
approve a six month extension of the $100,000 Loan Agreement with the San
Bernardino Economic Development Council, and to direct Agency Counsel to
prepare the necessary documents and to authorize their execution.
The motion carried by the following vote: Ayes: Members Reilly, Flores,
Maudsley, Minor. Noes: None. Abstain: None. Absent: Estrada,
Pope-Ludlam, Miller.
COUNCILHEMBERS ESTRADA, POPE-LUDLAM AND HILLER ARRIVED
6. Appointing Robert Temple as Acting Secretary of the Agency, designating
check signers and cosigners for Jledeve10pllent Agency checlta, vouchers
and ssvings account withdrawals, and sppointing authorized signatories

assessment role for the Mt. Vernon Corridor Project and to designate the
Citizens Advisory Committee.

Request for C10sed Session to discuss whether to initiate lltiption.
Pursuant to Government Code Section 54956.9(c) the Commission met in
closed eession to decide whether to initiate litigation.
Commissioner Maudsley made a motion, seconded by Commissioner Estrada to
recess to closed session.

9. Request for Closed Session to discuss property utters.
Pursuant to Government Code Section 54956.8 the Commission met in closed
session to give instruction to the Commissions negotiator on the
purchase of property. The real property which the negotiations concern
is generally located along 201 North "En Street.
AND
Pursuant to Government Code Section 54957 the Commission met in closed
session to consider personnel matters.
Commissioner Maudsley made a motion, seconded by Commissioner Estrada to
recess to closed session.

A discussion ensued.
Commissioner Flores stated that correction needed to be made on
attachment, "B" entitled "Interested Persons List" specifically number 4 and
5 which are shown as "Buainess Persons" but rather they should be listed as
"Residential Property Owners".
Dennis Barlow, Agency Counsel stated that ColDlllissioner Estrada had a
list of names that needed to be included as part of the motion.
Commissioner Estrada said that for the record she wanted to read the
