STAFF REPORT
Attached is an update of Resolution 6413, section
Management Employees, establishing the salary for
Traffic Engineer at Range 2149, $30ll-$4052/mo.
Officer at Range 2127, $2292-$3085/mo.
I. During the November 6, 1989 Council meeting, the
range for Associate Traffic Engineer was established
$30ll-$4052/mo. This resolution reflects said
action.

II. Jim Robbins, Deputy City Administrator, has requested the
movement of the Safety Officer position from the General to
the Middle Management Bargaining unit.
The Safety Officer is a one-person classification reporting
to a division head. The position is responsible for
developing and coordinating a city-wide safety program which
requires extensive contacts with department and division
heads, supervisors, and rank and file employees in all
departments. The safety of our employees and the general
public are important public services we as a City offer our
workers and citizens.
Although the definition of Middle Management Employee in
Resolution #10584 does not exactly fit this position, it
includes elements of the definitions of "Professional Em-
ployee" and "Management Employee" and, when compared with
such Middle Management positions as Occupational Health Nurse
is an appropriate fit. The business agents for AFSCHE, which
represents the General Unit, and SBPEA, which represents the
Mid-Management Unit, have been advised of this proposed
action.
The Council Personnel Committee reviewed this item at their
October 5, 1989 and November 9, 1989 meetings and recommended
approval by the full Council.
