STAFF REPORT Sewer connection fees have ,'not been adjusted since at least 1984. They are presently at $200.00 per bedroom, for a single family residence. This fee would amount to $600 for a 3- bedroom house. We have established other fees with an automatic annual adjustment for inflation, based upon Engineering News Record "Construction Cost Index." In late 1983, the index was 4126.95, and as of July, 1989, it was 4597.55. This represents an in- crease of 11.4%. We recommend that the connection fee be increased by 11.4% at this time, and a survey conducted to determine if an adjustment is needed in the basic fee in order to achieve parity with other agencies. AS 1600 requires that a connection between any new fee or increase in an existing fee and the service provided be shown. Estimated costs in our Capital Improvement Program are increased each year to account for inflation. Having made no adjustments in the fees between late 1983 and 1989, there is an increase in the cost of construction. The construction cost index accordingly reflects this rise in costs as 11.4%. A current time estimate as made by the Director of Public Services also reflects current salary cost to provide the inspection. The proposed resolution rescinds Resolutions No. 84-270 and 84-326. Section 1 of the proposed resolution increases the inspection and connection fee, paid to the Director of Public Services, from $5.00 to $15.00. The increase in the permit fee is based on ~he actual costs to provide the service as estimated by the Director of Public Services in the attached memo. Section 2 increases the inspection and connection fee, paid to the Director of Public Works, from $200 to $223 per bedroom, and provides for an annual adjustment in accordance with the Construction Cost Index as published in the Engineering News Record. Section 3 makes no change in the connection fee, paid to the General Manager of the Water Department, for construction and improvement of the Wastewater Treatment Plant. IN FRCGr<E;.c .;.: ~~ ~ o o 1 RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING INCREASED INSPECTION AND CONNECTION FEES FOR CONNECTING ANY 3 PROPERTY TO A PUBLIC SEWER AND RESCINDING RESOLUTIONS 84-270 AND 84-326. 4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY 5 OF SAN BERNARDINO AS FOLLOWS: 6 SECTION 1. Pursuant to Sections 13.08.020, 13.08.040 and 7 13.08.050 of the San Bernardino Municipal Code, the fOllowing 8 inspection and connection fees for connecting any property to a 9 public sewer are authorized immediately. A public hearing has 10 been concluded as required. 11 A. Each application for a permit to connect any property with a 12 public sewer shall be accompanied by an inspection fee of Fifteen 13 Dollars ($15.00). 14 B. Each application for a permit to connect any property with a 15 public sewer, shall be accompanied by a connection fee 16 designated for off-site trunk lines and collection facilities 17 required for the disposal of sanitary sewage, which fee shall be 18 deposited in the Sewer Line Construction Fund of the City, in an 20 19 amount as follows: 21 22 23 24 25 26 27 28 1. Residential - for single family houses, duplexes, triplexes and apartment houses, Two Hundred Twenty-Three Dollars ($223.00). 2. Mobile Homes - for mobile homes, Two Hundred Twenty- Three Dollars ($223.00) per mobile home connection. 3. Motels and Hotels - for motels and hotels, Eighty-Nine Dollars ($89.00) per dwelling unit. 4. Commercial, Institutional and Industrial - for all PZ/dys November 9, 1989 1 . , o o 1 commercial, institutional and industrial buildings, One 2 Hundred Seventy-Eight Dollars ($178.00) for each 3,000 3 square feet or fraction thereof. 4 5. The Sewer Connection and Inspection fees shall be 5 6 7 8 C. adjusted annually each July 15th in accordance with the change in the Construction Cost Index as published in the latest Engineering News Record as of that date. Each application for a permit to connect any property with 9 a public sewer shall be accompanied by a connection fee 10 designated for construction and improvement of the Wastewater 11 Treatment Plant, to provide additional capacity to meet increased 12 demand, which fee shall be transmitted to the Water Department, 13 in an amount as follows: 14 15 16 17 18 19 1. Residential - for each single family house and for each dwelling unit in a duplex or triplex in accordance with the following schedule: EFFECTIVE DATE AMOUNT January 1, 1989 $2,260 per dwelling unit 2. The General Manager's estimate may be appealed to the 6 Board of Water Commissioners, which shall hear and 7 determine the matter. The decision of the Board shall be 8 final. 9 D. Each application for a permit to connect any property 10 located outside the corporate limits to City public sewer shall 11 be accompanied by a connection fee designated to recover extra 12 administrative costs relating to processing an application for 13 property located outside the corporate limits of the City and 14 served by the City sewer system, which fee shall be deposited in 15 the General Fund of the City. Such fee shall be, in the amount 16 of One Thousand Dollars ($1,000.00) per connection. 17 SECTION 2.
