STAFF REPORT
The attached Resolution confirms the Assessment Roll and approves the
Assessment Diagram Map No. 990 for security patrol. street sweeping and street
lighting energy costs in portions of Highland Avenue, 20th Street and the
East/West alley South of 20th street, all between Guthrie Street and Arden
Avenue. and Arden Avenue and Guthrie Street, all between Highland Avenue and the
East/West alley South of 20th Street
On June 19. 1989, Resolution of Intention No. 89-216 was adopted which
instituted formal proceedings to form an assessment district in the Highland
and Arden Area for security patrol, street sweeping and street light energy
costs.
All the requirements of Chapter 12.90 of the Municipal Code were fulfilled,
and on August 21. 1989, the Resolution ordering work was adopted. The
charges for the establishment of the district total S2,023.95 which has been
paid for by the City and will be reimbursed through the assessments.
It is recommended that the attached resolution be adopted.

A RESOLUTION OF THE CITY OF SAN BERNARDINO CONFIRMING ASSESSMENT
ROLL NO. 990 FOR SECURITY PATROL, STREET SWEEPING AND STREET LIGHT ENERGY
COSTS IN PORTIONS HIGHLAND AVENUE, 20TH STREET , THE EASTfWEST ALLEY SOUTH
OF 20TH STREET. GUTHRIE STREET , ARDEN AVENUE, NEWCOMB STREET, MC KINLEY
STREET, DUMBARTON STREET. IN THE CITY OF SAN BERNARDINO. AND APPROVING
ASSESSMENT DIAGRAM MAP NO.990.
WHEREAS, the Mayor and Common Council of the City of San
Bernardino on June 19, 1989, adopted its Resolution of Intention No. 89-
216. to order the work described therein to be done under the provisions
of Chapter 12.90 of the San Bernardino City Municipal Code; and
WHEREAS,
the Mayor and Common Council on June 19,
1989,
approved
Engineer's Report on the
proposed assessment
the
district, which report includes a proposed assessment roll and
Assessment District Map relative to Assessment District No.990; and
WHEREAS,
incidental
expenses totaling 52,023.95 have been
incurred for the establishment of the district, which must be spread
over the individual parcels of said assessment district, the City has
computed and set forth in attached Exhibit "A" which is incorporated herein
by reference the first year assessment for each individual parcel, all of
which are as set forth therein, is hereby declared to be the Assessment
District No.
990 Roll for 1989-90 for the Highland and Arden Area
Security and Maintenance District.
NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO DO RESOLVE AS FOLLOWS:
SECTION 1.
That the Mayor and Common Council do hereby find
and determine that the proportionate costs to be levied against the
parcels of land within Assessment District No. 990 are correctly set forth
on Assessment Roll No. 990 for the fiscal year 1989-90, Highland and
Arden Area Security and Maintenance District, designated as Exhibit "A"
for total costs of establishing the district which Exhibit is attached
