A RESOLUTION OF THE CITY OF AMENDMENT TO EXISTING FEDERAL HOUSING INCOME MOBlLEHOME SPACE RENTERS TO VOUCHER PROGRAM. SAN BERNARDINO LAWS TO ALLOW PARTICIPATE URGING AN ELIGIBLE LOW IN SECTION 8 WHEREAS, The U. S. Department of Housing and Urban Development (HOD) currently operates two rental assistance programs commonly known as the Section 8 (Existing) 'Housing Assistance Payments Program and the Section 8 Housing Voucher Program, respectively; and, WHEREAS, among the most notable differences between the two aforementioned programs is that the Section 8 (Existing) program contains a limit on a total rent which can be paid by the participant while the Section 8 Voucher Program does not have a rent limit; and, WHEREAS, the mobilehome residents are currently only eligible to use the Section 8 (Existing) program, but are not eligible to use the Section 8 Voucher program; and, WHEREAS, when a Section 8 tenant who owns his or her own mobilehome and receives space rent assistance from HOD and has a rent increase above the program rent limit, the resident is forced to drop off the program because it is impossible or financially infeasible to move his or her mobilehome to another location within program rent limits; and WHEREAS, such a rent increase would not force the resident to terminate receiving assistance under the general eligibility criteria of the Section 8 Voucher Program because 10/24/89 . . o o 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 ~ ~ 24 25 26 27 28 the Voucher Program does not have a specific rent limit: and, WHEREAS, the Section 8 Voucher Program if it could be used, would appear to meet the needs of mobilehome residents to a greater extent than the section 8 program because of the aforementioned problem with rent limitations under the section 8 program; and, WHEREAS, inclusion of mobilehome owners for eligibility in HOD's section 8 Voucher Program would be in the best interest of the public to promote the general welfare of eligible lower income residents throughout the United States. NOW, THEREFORE, BE IT RESOLVED that the Congressional representatives of the San Bernardino area are hereby urged to seek legislative amendments to Section 887 203 of the Section 8 Housing Voucher Program to 1) allow mobilehome owners who rent spaces to participate in the U. S. Department of Housing and Urban Development's Section 8 Voucher Program; and 2) consideration be given to the needs of mobilehome owners in any future or subsequent legislation addressing rental assistance programs.
