Current refuse charges will not cover the additional increases for the 10, 20, 30 and 40 cubic yard roll-off containers. It is being recommended rates for these units be increased according- ly. This closure will impact the Commercial Refuse collection system because of additional milage and travel time to the Fontana Landfill Site. In the 1988-89 budget, which has been tentatively approved, the department recommended one addi- tional frontend loader route and one additional roll-off unit route which should alleviate some of the impediments. Proposals for Recommendations One and Two for Residential Refuse collection are attached. They are to be reviewed by the Ways and Means Committee at their June 27th meeting. Total budgetary savings could be realized in the Residential Section. June 13, 1988, the County Board of Supervisors approved a rate increase for tipping fees at County Landfill sites from the current $8.60 per ton to the new rate of $10.55 per ton, to become effective July 20, 1988. The City of San Bernardino Refuse Section disposes of approximately 120,000 tons of rub- bish per year. The increase will cost an additional $234,000 annually. Because of tipping fee increases, the Department of Public Services will be requesting a rate increase for 10, 20, 30 and 40 cubic yard roll-off con- ta i ner units. Following a meeting with the Finance Department, it is anticipated that the Department of Public Services/Refuse Fund will be sufficient to cover all nor- mal expenditures for the 1988-89 Refuse Operational budget. I am requesting, because of the necessity of utilizing refuse reserve funds to balance this year's budget that a mid-year budget review be established for January, 1989, for the Refuse Fund. OF SAN BERNARDINO FIXING AND DETER- TO BE CHARGED FOR THE COLLECTION REPEALING RESOLUTION NO. 87-207 AND 2 4 5 6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 7 SECTION l. The fees and charges set forth herein shall 8 apply to refuse collection services provided by the City. 9 SECTION 2. A minimum twenty-five ($25.00) deposit shall 10 be required for each new commercial refuse account. Said de- II posit must be paid prior to the City commencing refuse collection 12 service. This deposit shall be retained by City and applied to 13 any closing bill upon termination of service. Any excess amount 14 shall be refunded. 15 SECTION 3. Collection and Disposal of Refuse - Single Family 16 residences. For collection and disposal of refuse the owner, 17 or authorized agent, of any single-family residential premises, 18 or portions thereof, located within the territorial limits of 19 the City of San Bernardino, shall pay the following fee: 20 $7.00 per month for regular curbside or alley service. 21 SECTION 4. Collection and Disposal of Refuse - Multiple 22 Dwellings, Apartments, Etc. For collection and disposal of 23 refuse the owner, or authorized agent, of any apartment house. 24 court, mobile 25 dwell ing unit 26 ........ . 27 ....... . 28 ........ .. home park, trailer court, duplex or other multiple complex shall pay the following fees: -l- o o o :> 1 NUMBER OF UNITS AND TOTAL FEE PER MONTH 2 2 Units $ 8.65 3 3 Units $l2.65 4 4 Units $l6.45 5 5 Units $20.l0 6 More than 5 Units: $20.l0 plus $3.50 for each 7 unit over 5. 8 It shall be the duty of the Director of Public Services to 9 determine the number of units actually used, or capable of being 10 used, for housekeeping purposes and to adjust the assessment for 11 such use accordingly. 12 SECTION 5. Collection and Disposal of Refuse - Hotels, 13 Offices, Etc. 14 (a) For collection of refuse the owner, or authorized agent 15 of any hotel, office building, restaurant, shop, store, hospital, 16 auto court, motel or other similar place shall pay the following 17 fees, based on the placement for collection of not more than two 18 (2) thirty-two (32) gallon containers per collection: 19 TIMES PER WEEK FEE PER MONTH 20 1 $ 6.00 21 2 $ 7.00 22 3 $lO.75 23 4 $l7.78 24 5 $27.23 25 SECTION 6. Collection and Disposal of Refuse utilizing bins 26 and automatic loading equipment. 27 (a) When refuse collection is performed by means of bins 28 and City automatic loading equipment the monthly fee shall be as -2- . o o o :> 1 follows for each collection per week. Yd. $51.60 $68.80 $25.20 $33.80 $43.40 $53.00 $63.60 $83.80 $ 8.00 $ 8.00 $ 9.00 $lO.OO $12.00 $15.00 $17.20 $25.80 $34.40 $43.00 12 *Includes monthly Bin Rental Fee. 13 (b) All fees pursuant to this Section shall be reviewed 14 periodically and, on the basis of findings, monthly fees shall 15 be adjusted to maintain conformance with the fee schedule set 16 forth in Subsection (a) above, except that monthly fees shall 17 not be adjusted in relation to temporary variations of refuse 18 due to seasonal factors, where such variations from the average 19 do not extend beyond a three-month period. 20 (c) When a City-owned bin is requested for use on a temp- 2] orary basis, a special delivery charge of ten dollars ($lO.OO) 22 shall be made for each such bin. in addition to the regular 23 monthly bin rental fee: said monthly rental fee shall be prorated 24 for the period of such use, in increments of not less than one 25 (I) week. A service fee equal to twenty-five percent (25%) of 26 the regular monthly collection and disposal fee for the size of 27 bin so-utilized shall be charged for each time the bin is serviced 28 SECTION 7. Collection and Disposal of Refuse utilizing -3- " , o o o o 1 compaction-type containers with a capacity 3 - 8 cubic yards. 2 When the service performed by the City is the collection and 3 disposa! of refuse placed for collection in City-approved 4 compaction type containers having a capacity from theee (3) 5 to eight (8) cubic yards. the monthly fee, for one time per 6 week collection, shall be as follows: 7 CONTAINER CAPACITY FEE PER MONTH 8 3 Cu. Collection and Disposal of refuse utilizing 14 compaction-type containers and commercial drop-bodies. 15 (a) When the service performed by the City is the collection 16 and disposal of refuse placed for collection in City-approved 17 compaction-type containers or commercial drop-bodies, having a 18 capacity of 10, 20, 30 or 40 cubic yards, the fee for each time 19 of collection shall be as listed below. Yds. $130.00** $l95.00 $65.00 27 *Includes monthly Container Rental Ree. 28 **Customer will pay in excess of legal tonnage allowed epr con- tai,ner size. -4- " o o o o ] 2 3 4 5 (b) In the event the City is required to pay a disposal charge for construction material, or other refuse which is classified as "Hard to Handle", the amount of any such additional disposal charge, or for weight charges in excess of eight (8) tons, shall be a debt of the customer and shall be added to the 6 base fee due the City. 7 (c) Removal of tires shall be at the rate of thirty-five 8 dollars and twenty cents ($35.20) per ton Disposal Fee plus 9 thirty dollars ($30.00) Service Charge. 10 SECTION 9. The Director of Public Services, upon request, 1] may provide for the special collection and removal of refuse ]2 from any place or premises at any time, in addition to or beyond ]3 the regular collection service schedule, or in a manner different ]4 from normal collection practice and procedures. The rate for 15 any such special service shall be thirty dollars ($30.00) per ]6 hour with a minimum charge of seven dollars and fifty cents 17 ($7.50). 18 SECTION 10. All fees and charges set forth in this resolu- 19 tion shall be collected monthly. 20 SECTION ll. Any service for the collection and disposal 21 of refuse as set forth in this resolution may be discontinued 22 by the Director of Public Services if any fees or charges, as 23 levied herein, are not paid within ninety (90) days from the 24 date of said assessment is billed. 25 SECTION l2. The Mayor and Common council may exempt from 26 the fee provisions and charges of this resolution certain non- 27 profit events in the public interest. The exemption shall be 28 subject to any conditions imposed by the Director of Public -5- o o o o 1 Services. 2 SECTION l3. The Director of Public Services may provide 3 collection and disposal service without charge in emergency 4 situations and when, in the opinion of the Director, such action 5 is necessary to correct fire hazards, or other conditions which 6 present an imminent threat to health and safety. 7 SECTION l4. Resolution No. 87-207 and amendments thereto 8 and any other resolution in conflict herewith are hereby repealed. 9 SECTION l5.
