Commi>>ion\COC 2009\05-04-09 Monique Fel1- Ewoomic Development Specialist SR,doc COMMISSION MEETING AGENDA Meeting Date: 05/0412009 Agenda Item: R if 0 o o o ECONOMIC DEVELOPMENT AGENCY STAFF REPORT MONIQUE FELL - ESTABLISHMENT OF A TEMPORARY EMPLOYMENT POSITION FOR AN ECONOMIC DEVELOPMENT SPECIALIST BACKGROUND: In October 2008, Monique Fell was temporarily retained under Redevelopment Agency of the City of San Bernardino purchase order authority to assist with professional economic development services. During this time she provided assistance with the San Bernardino Valley Enterprise Zone (SBVEZ), community and business outreach needs for Agency projects such as EDA W's downtown study and the California Theatre, event planning, and fiscal administration. CURRENT ISSUE: Ms. Fell's initial tenure with the Agency started approximately seven (7) months ago when a purchase order for her services was executed on an interim basis as the result of an immediate need to procure a qualified individual with extensive economic development experience who could assist with the Agency's agreement with EDAW, SBVEZ duties, event coordination, marketing, and community outreach. Ms. Fell previously worked for the County of San Bernardino, Economic Development Agency performing marketing, fiscal management, community outreach. event planning, site selection, and SBVEZ duties. At this time, it has been determined that the Agency should continue to utilize the services of Ms. Fell to fulfill the Agency's needs with its marketing, outreach, economic development, and event coordination through the establishment ofa temporary staff position of an "Economic Development Specialist." Ms; Fell's compensation will consist of an hourly rate of $ 18.75, without benefits, and the term of her temporary position shall commence on May 16,2009 through and including June 30, 2010. If approved, the proposed temporary arrangement would be subject to termination by either party with a thirty (30) day notice, and would be subject to funding through the Agency's annual budget adoption process. .' ENVIRONMENTAL IMPACT: None. FISCAL IMPACT: Compensation shall be $18.75 per hour without benefits. RECOMMENDATION: That the Community Development Commission adopt the attached Resolution, fQ Emil A. RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO, CALIFORNIA, APPROVING A TEMPORARY EMPLOYMENT ARRANGEMENT WITH MONIQUE FELL TO PROVIDE ECONOMIC DEVELOPMENT SERVICES ON BEHALF OF THE REDEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO WHEREAS, a need has arisen for the addition of professional-level staff to assist with the economic development tasks of the San Bernardino Valley Enterprise Zone and the community and business outreach associated with the EDA W Downtown Core Project; and WHEREAS, the skills, education, and previous work experience of MoniqueFell qualifies her to provide such professional-level services; and WHEREAS, the Community Development Commission of the City of San Bernardino ("Commission") desires to authorize the establishment of a temporary full time without benefits 13 employment position entitled, "Economic Development Specialist" to provide economic 14 o 15 development staffing services to the Redevelopment Agency of the City of San Bernardino 16 ("Agency") in the furtherance of Agency's economic development goals. 17 NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION. OF THE 18 CITY OF SAN BERNARDINO DOES HEREBY RESOLVE, DETERMINE AND ORDER, AS 19 FOLLOWS: 20 Section 1. The Commission hereby approves and authorizes the establishment of the 21 temporary staff position of an "Economic Development Specialist" through and including June 30, 22 20 I 0, on the terms and conditions as set forth in the attached Staff Report. 23 Section 2.
