STAFF REPORT
An accident study conducted by the Traffic Engineering
staff found that 26 collisions had occurred at the intersection
of Marshall Boulevard and "E" Street within the last three
years. Many of these accidents were attributed to lack of left
turn lanes on "E" Street at Marshall Boulevard.
In order to improve the accident record, Caltrans has
agreed to install left turn lanes on "E" Street. However, it
will be required for the City to prohibit parking through the
portion of "E" Street where the left turn lanes will be
installed. The Traffic Engineer contacted the affected
tenants/owners. No opposition was expressed, however, the owner
of the auto parts store, located at 3250 N. "E" Street,
requested that three parking spaces be retained in front of his
business.
Caltrans is currently in the process of installing new
centerline on "E" Street, due to a recent resurfacing job.
Therefore, this is an opportune time to make any desired
revisions to the striping plan.
All of the affected businesses or residences have
adequate all-street parking and, therefore, this parking
restriction will not cause a parking shortage.
This matter was discussed by the Traffic Safety
Committee at their June 14, 1989 meeting. The Committee
concurred with the Traffic Engineer's recommendation that
parking be prohibited on "E" Street, between 340 feet south of
Marshall Boulevard and 380 feet north of Marshall Boulevard.
We recommend that the resolution be adopted.
