STAFF REPORT
In attempting to reduce the various types of nuisances in
the City, we have recently been frustrated by the action of some
of the utilities refusing to disconnect in accordance with the
Municipal Code unless the City agrees to hold them harmless.
Certainly, if the City feels strongly about the need to abate a
particular nuisance, we should be willing to take full
responsibility for the action. It is therefore recommended that
the Council authorize the Mayor to sign hold harmless agreements
with utilities where the utilities are disconnected pursuant to
City request.
