Authorization granted to issue Request for Proposals for design engineering services. Authorization to Execute Agreement for Professional Engineering Services granted by Resolution 87-340. Descriotion) Finance: Council Notes: 75-0262 Agenda Item No 5-3 .CIO OF SAN BERNARDO>> - REQU~T FOR COUNCIL ACOION STAFF REPORT A comprehensive Project Report was prepared by Caltrans for the construction of new westbound on and off ramps to Waterman Avenue from Route I-IO Freeway. These new ramps will connect to Hospitality Lane at Carnegie Drive. The existing on- ramp was to be left in place to accommodate southbound traffic on Waterman Avenue desiring the Route 1-215 Freeway. This Project Report was reviewed and approved by Caltrans Headquarters J.n Sacramento and the Federal Highway Administration. Boyle Engineering was engaged by the City to prepare the plans for this project. When the plans were about 90% complete, they were submi tted to Cal trans I Safety Committee for review. This com- mittee had concerns over the concrete railing that would be installed to channel traffic from the existing on-ramp to Route I-215. Even with this railing, drivers could transition to the I-IO Freeway, in violation of the traffic control devices. The Committee made a determination that the railing would have to be extended to physically preclude access from the existing ramp to I-IO Freeway, in the interests of safety. This extension would entail the additional work of widening the Hunts Lane Overcrossing. Inclusion of this additional work is expected to delay the project for at least a year. Caltrans has suggested that the existing on-ramp be deleted, in order to avoid delaying the project. Deletion of this ramp would only inconvenience southbound traffic on Waterman Avenue desiring to travel on the Route I-215 Freeway. The opening in the curbed island in Waterman Avenue will be closed to preclude northbound traffic from turning left to the existing on-ramp. If this on-ramp is closed, southbound traffic on Waterman Avenue will have to use the new on-ramp opposite Carnegie Drive.
