This limitation is based on the changes in the CPI and population growth. The CPI change for the 1988/89 fiscal year is 4.50%. The population change is 2,60%. We are in our ninth year ratio change which is 2.3548 times our base year appropriations of $35,131,011. This gives us our appropriations limit for the 1988/89 fiscal year in the amount of $82,726,505. Files which are open for public review are located in the Finance Depart- ment. Notice of the availability of these records has been posted at various public locations. A RESOLUTION OF THE CITY OF SAN BERNARDINO, ESTABLISHING THE APPROPRIATION LIMIT FOR THE FISCAL YEAR 1988/89 FOR THE CITY OF SAN BERNARDINO IN ACCORDANCE WITH THE PROVISIONS OF DIVISION 9 OF TITLE 1 OF THE CALIFORNIA CODE, AND REPEALING RESOLUTION NO. 87~1 WHEREAS, Article XIII B of the Constitution of the State of California as proposed by the Initiative Measure approved by the people at the special statewide election held on November 5, 1979, 7 provides that the total annual appropriations subject to limita- 8 tion of each local government shall not exceed the appropriations 9 10 the cost of living and population except as otherwise specifically limit of such entity for the prior year adjusted for changes in 11 12 13 with Section 7900) to Title 1 of the Government Code of the State 14 of California to implement Article XIII B of the California Con- 15 provided for in said Article; and WHEREAS, the State Legislature added Division 9 (commencing stitution; and 16 17 each year the governing body of each local jurisdiction shall, by 18 19 WHEREAS, Section 7910 of the Government Code provides that resolution, establish its appropriations limit for the following 20 fiscal year pursuant to Article XIII B at a regularly scheduled meeting or a noticed special meeting and that fifteen days prior to such meeting, documentation used in the determination of the WHEREAS, the City Council of the City of San Bernardino wishes to establish the appropriations limit for fiscal year 1988-89 for the City of San Bernardino.
