Legiclative Review Committee unanimously voted to recommend approval at their ,June 23, 1988 meeting. The Council requested that public input be provided to assist them in making a decision on this matter. It is my understanding that the Planning Department forwards information of this type to the San Bernardino Chamber of Commerce suggesting input and or comments. Please forward a copy of the proposed amendment to the San Bernardino Chamber of Commerce and the Mexican Chamber of Commerce. In addition, an appropriate block ad should be placed in the newspaper. This public input will be provided to the Legislative Review Committee. During the month of June, they will meet on the 9th and 23rd. If you have any questions please contact Debbie. ~~j~ k;s E. PROPOSF,ll_ N'I~;1'IP.MEl!:r The proposal is to amend Section 19.60.100 Bernardino Municipal Code to place greater on the use of temporary signs for business City. MQN1~lPbt-C~ Presently Section 19.60.100 of the San Bernardino Municipal Code permits ....for periods not exceed three months for banners, six months for flags, and twelve months [01 p~nnant, and maintained in good repair.. 3 . C~Qb~TIl..S. At their regularly scheduled meeting of March 24, 1988, the Environmental Review Committee recommended a negative declaration. The public review period for the initial study began April 1, 1988 and ended April 13, 1988. No conunents were received. 4 . BACJS~~9j,J1'IP On January 26, 1988, the Planning commis~ion adopted Resolution 87-9 initiating an amendment to the MuniCipal code to limit the use of banners to two (2) forty-five (45) day periods per year and to limit the size of any banner to fifty (50) square feet. This was initiated at the request and draft language was prepared survey of twenty cities. of the Mayor's Office by staff based on a 5. It is a common practice for a business to get back to back permits which would then allow banners, pennants ane [~a9~ year round. .. 0 o o o The Planning Commission Re: At 87-9 April 19, 1988 The proposed amendment would place definite time frames 'that a business would be allowed to use such signs on an annual basis with separation of time between permits. As evident in the proposal (Exhibit "B-) such temporary signage will be granted a maximum of twice per year for a maximum time of 45 days each time with a minimum of 60 days between each permit. In addition, the size of such signs are restricted maximum area of ten percent of the wall area. Not than tK2 banner~ shall be on display during permitted time period and the maximum size for any banner shall be no greater than 50 square feet. With the ordinance amendment a benefit will be made in that a less cluttered appearance will be present in parking lots and landscaped areas throughout the City, thereby improving the image of the City. to a more the one (,. ~~~1~ jI.~:~.m2 During the review period of the initial study which followed the Fnvironmental Review cct~ittee, no comments were received from the public at large. The Chamber of Commerce was provided a copy for their review with no comment received at the time of this writing. 7 . ~l&.s.IP.N The proposed ordinance amendment was initiated by the City at the request of the Mayor's Office to limit the time and number of times per year that a business may utilize such signs. No comments in favor or disfavor of the ordinance amendment was received from the public or business community.
