The certificates will be approximately $2,875,000. They will allow for the construction of the fire station, acquisition of a fire engine and paramedic squad, the acquisition of the computer aided dispatch and fire alert system and the new telephone system for City Hall. - The certificates have been structured so there will be no impact on the budget for FY 86-87. Presently, the Architect has been hired and is working on the plans for the station. The Redevelopment Agency is acquiring the land. The computer aided dispatch system is in the design phase. The Redevelopment Agency will act as owners of the projects and will authorize the City to be its agents. At the end of ten years, the City will take ownership of all of the projects. The resolution before you provides for the execution and delivery of: Lease agreelDent between Redevelopment Agency (Lessor) and City (Lessee). Trust AgreelDent between Security Pacific National Bank (Trustee), Redevelopment Agency and City. Agency agreement between Redevelopment Agency and City, wherein parties appoint City as agent for construction, installation etc. Assignment AgreelDent between Redevelopment Agency and Security Pacific - Provides for assigament by trustee of Agency's interest under the lease. It will be necessary to continue this l118eting to November 6. 1986 to award the bid. The bids will be opened at 11:00 a.lD. on November 6, 1986 in Los Angeles. , o o o o o o 0 SUMMARY OF FINANCIAL ASPECTS OF PROPOSED LEASE OF REAL AND PERSONAL PROPERTY TO THE CITY OF SAN BERNARDINO o TRI CITY FIRE STATION It is proposed that the Redevelopment Agency of the City of San Bernardino acquire, construct and lease to the City of San Bernardino, a Fire Station on land described in the attached Exhibit "A" together with certain Items of equipment shown in the attached Exhibit "B". 1) The cost of the lease to the Agency, including land acquisition cost, clearance costs, relocation costs. the costs of any improvements to be provided by the Agency, plus the expected interest on any loans or bonds to finance the lease is $3,250,000 plus interest to be determined at the time bonds are sold for the costs. 2) The estimated value of the interest to be conveyed or leased, determined at the highest uses permitted under the plan is $3,250,000. 3) The sum of the lease payments which the lessee will be required to make is $2,875,000, plus interest to be determined at the time bonds are sold but which will, in any case, produce a total sum greater than $3,250,000. Therefore, the total rental amount Is not less than the fair market value in (2) above. RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO AUTHORIZING AND DIRECTING THE EXECUTION, ON BEHALF THE REDEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO, OF A LEASE, TRUST AGREEMENT, AGENCY AGREEMENT AND ASSIGNMENT AGREEMENT RELATING TO THE CITY OF SAN BERNARDINO 1986 PROJECTS. BE IT RESOLVED BY THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION I. The Chairman and Secretary of the Community 7 Development Commission of the Clty of San Bernardino are hereby 8 authorized and directed to execute, for and on behalf of the following agreements: 11 A. RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING THE SALE OF THAT CERTAIN PROPERTY IDENTIFIED AS A PORTION OF. LOT 31, TRACT NO. 12034, LOCATED ON VANDERBILT WAY, NORTHWESTERLY FROM CARNEGIE DRIVE, WITHIN THE TRI-CITY PROJECT AREA, AND A COMPUTER AIDED DISPATCH SYSTEM AND A CITY HALL TELEPHONE SYSTEM BY THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO TO THE CITY OF SAN BERNARDINO (HEALTH AND SAFETY CODE SECTION 33433). BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION I. Recitals. A. The Community Development Commission of the Clty of San Bernardino <hereinafter -Commission-), proposes to lease and sell to the City of San Bernardino (hereinafter -Developer-), that certain parcel of property identified as a portion of Lot 31, Tract No. 12034, the exact legal description of which is annexed hereto as Exhibit -A- and is incorporated herein by reference. The Commission also intends to lease/sell to Developer a computer aided dispatch system and a City Hall telephone system. The lease/sale price will be the payment over a period of time in an amount sufficient to pay the principal of $2,875,000, plus interest, as required by Certificates of Participation to be issued. B. Notice of the time and place of hearing has been given as required by law. C. The Commission has made available for public inspection and copying a Summary of Financial Aspects of the proposed sale. D. Based upon the representations of the Commission, it is found and declared that the consideration for the lease/sale of the real property described above and the personal property, in accordance with covenants and conditions governing the lease and sale, is not less than the fair market value of the property determined at the highest use permitted under the Plan for the Tri-City Redevelopment Project Area. SECTION 3. ADDroval. The Mayor and Common Council of the City of San Bernardino hereby approves thls lease/sale of said property upon the terms and conditions set forth in this resolution and the Summary of Financlal Aspects.
