III - - CI1C OF SAN BERNARDI~ - REQUFOT ,FOR COUNCIL ACOON STAFF REPORT On August 12, 1986, the San Bernardino Economic Development Council (EDC) conducted a strategic planning workshop relating to the future goals and objectives of the agency. In attendance were members of the EDC Executive Committee, including the Common Council representatives to the EDC, Mayor Wilcox, the EDC Executive Vice president, the Executive Director of the Redevelopment Agency and others. After a significant amount of.discussion regarding the desired role and function of the EDC, it was the consensus of those present that the EDC should be the marketing arm of the City of San Bernardino, and that the marketing efforts of the City, the RDA and the EDC should be consolidated into one (1) program to be implemented by the EDC. It was further agreed that the small business/economic develop- ment loan program administered by the EDC be transferred to the City's Community Development Department, including all associated revenues and EDC's current loan portfolio. Based upon the above, staff recommends that the Mayor and Common Council approve in concept the transfer by EDC of functions and revenues relating to the small business/economic development program to the City, the assumption of same by City and direct the City Attorney to prepare an agreement between EDC and the City authorizing and directing staff to prepare an implementation plan to accomplish said transfer and assumption of functions and revenues. w.f,~ G: Kenneth J.
