STAFF REPORT
BID SPEC: F-87-8
The proposed purchase is for one truck, hydraulic lift, refuse bin handling, to
be utilized in daily operations by Public Services/Refuse Department. At the
request of the department and in co-ordination with the Equipment Superintendent,
appropriate specifications were prepared, published and furnished to area equip-
ment suppliers. Bids were publicly opened and declared on October 2, 1986. The
following is a summary of bids received.

Seventeen bidders were solicited. Only five responded. Four with NO BID, one with
price. Four other bidders contacted manufacturer but failed to bid package. The
vendor offering responsive bid did complete responsive bid comparison requirement
of bid package and it is determined the price offered is fair and reasonable.
Specifications as bid have been reviewed with the Equipment Superintendent and
Director of Public Services who concur, that the bid of Ray Gaskin Service meets
specifications and requirements. It is therefore recommended that the bid be
accepted for contract. The amount of $24,000. was included in the 1986/87 Budget
for this equipment.

Background Information - Bid Spec: F-87-8
To facilitate necessary information to Council when a unfavorable response
to bid occurs, Purchasing requires the bidder to furnish a list of customers
and prices in which the similar item in the bid has been offered or sold
recently to other agencies.
In this way Purchasing can check these sources and determine whether the
bid response to our City is fair and reasonable in the marketplace.
This precludes wasting Councils time and affords Council with the necessary
information for determination.

2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A BID TO
RAY GASKIN SERVICE FOR THE FURNISHING AND DELIVERY OF ONE NEW TRUCK,
3 HYDRAULIC LIFT, REFUSE BIN HANDLING TO BE UTILIZED BY THE PUBLIC SERVICES/
REFUSE DEPARTMENT IN ACCORDANCE WITH SPECIFICATION NO. F-87-8.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
5 BERNARDINO AS FOLLOWS:

SECTION 1. Ray Gaskin Service is the sole bidder for the furnishing
7 and delivery of one new truck, hydraulic lift, refuse bin handling in accord-
8 ance with Specification No. F-87-8 at a total cost of $22,520.76; that such
9 bid is satisfactory and in accordance with Specification F-87-8; pursuant
10 to this determination, the Purchasing Agent is hereby authorized and
11 directed to issue a purchase order for said one new truck. hydraulic lift.
12 refuse bin handling; to said lowest and best bidder; and such award shall
13 only be effective upon the issuance of a purchase order by the Purchasing
14 Agent.
