Work to be performed by the inmates will consist of litter pick-up, weed re- moval and other aesthetic improvements to public rights-of-way. Priority in work areas will be placed on major arteries with.high public visibility and main entrances to the City. The Department of Public Services will admin- ister the program in conjunction with the goals established by the More Attractive Community Team. Costs to the City will be relatively low. A copy of a report filed by the field supervisor is attached with complete breakdo~n. A minimal amount of equipment and safety gear will be used to fulfill the contractual agreement. and to insure the safety of the participants. Although attempts were made by the City Attorney's Office to negotiate terms into the contract, the County of San Bernardino refused to incorporate the mutual hold harmless and indemnification clauses in the contract. This con- tract is widely used between the County and State and other cities within our County. The program will be monitored closely and evaluated i~ four (4) or six (6) months for cost effectiveness, productivity and other related measures before making recommendations for continuance or discontinuance. 75-0264 .' -.. .. . .
