The minutes of September 22, 1986, state: "Roger Hardgrave, Director of Public Works/Engineering, stated that the engineering plans on the Arrieta's property are ready to be approved, and answered questions regarding the average time it takes for plans to be reviewed." Councilman Marks requested that the minutes be amended to state that Roger Hardgrave said: "that the engineering grading plans on the Arrieta's property had been delivered this morning, and he would be ready to work on it", Attached is a transcript of Mr. Hardgrave's comments from September 22, 1986. Please review the transcripts and formulate the proper motion for amendment of the September 22, 1986, minutes. 75-0264 ~' .Jj - - t4l (> o o o From Minutes of the Council Meeting - September 22, 1986: Hernandez: First of all. under our existing laws there's absolutely nothing that should prevent the Arrietas from getting a permit. Absolutely nothing. Let me ask a question of Engineering and Building & Safety. According to Mr. Robbins, Roger, they received the plans on June 10th and they submitted those plans to you on the same day. They completed their check of the plans clearance and received for the school fees, and, I don't know what this means: clearance for received for school fees . . . What does that mean? Roger: I think that means they paid their school impaction fees. (Marks speaking. His mike is off) Roger:. . . The Engineer had the original in his possession the day he was going to hand it to me and says "Here, I've made all the corrections. Sign it and give me my building permit right after the hearing." Hernandez: ,Let me . . . Roge~: So the reason the building has not been issued is because the grading plan has not been approved. , Hernandez: I don't want you to compare a house in the flat area of our City to the hillside. I want you to compare a two-story 4 .4 - .. ~ ~ ... o o o o building in the hillside with this two-story building. How long does it take Engineering for the soils tests, etc.. and to review the plans? Roger: In this case, it's taken four months. Hernandez: No, no, I know what this case has taken. I just want to compare it with another case. Marks: (Can't hear) Hernandez: No, please, Steve. How long generally does it take to approve the engineering plans? Roger: To get a grading plan through its normally two or three months. Hernandez: Now, if I can go back through the records, I'll find that it takes three or four months to check a two-story single . . . in our City it has taken that long. Roger: A grading plan, not just a building plan. . . Hernandez: No, no. I'm just talking about soils tests, etc. for a two-story building. I just want to make sure that we're not. you know, discriminating. I want to make sure that we're not doing that. - 2 - J 4 - - - ~ . o o o o Roger: Mr. Hernandez, I would like to say for the record. you've kind of alluded to the fact that there was a hOld-up on this permit. That is really not the case. It's been going through normal processing. We received the plans from the Building Department on June 12th. The plans were given to a new man in our office to plan check while our regular plan checker went off on military leave and vacation. He returned back on the 2nd of August. The new plan checker had not had a chance to get at those plans. Our regular plan checker picked them up, checked them in three days, returned them on August 5th. Then Engineers submitted them back to our office on September 5th after much delay. Then they were returned to Engineering for second plan check. He has the original ready to return for the final plan check today. Hernandez: So it takes about three days to review the plans. that's what you're saying. Roger: Yes, when we get to them. Yes. Hernandez: Yes. Three days to review them so that here its taken four months because of vacation, because of . Roger: Shortage of personnel and vacation. - 3 -
