RE: Highland Hilla Specific
Gentlemen:
Highland Hills Specific Plan No. 1 adopted by the eity of San Bernardino
authorizea a maximum of 1200 reaidential unita. Of these 1200, it is permiasible
to site 581 reaidential units in the "lower, flatter portion". The Planning
Commisaion haa approved tentative Parcel Map No. 9166 conaisting of Parcels 1
through 4, allowing the 581 sitea to be placed on Parcels 1 through 3.
Because of the topography of the land and its relative location to the
remainder of the property covered by the Specific Plan, it ia our deaire to site
up to 280 of the permitted 581 units on Parcel 3 of said Parcel Map No. 9166.
The underaigned requeats that you inatruct the Planning eommiaaion and
ita staff to permit this denaity transfer. We do underatand that any plan that
is developed muat be proceaaed in accordance with all of the requirement a of
a Conditional Uae Permit.

COPIES:
The Highland Hills Specific Plan and Environmental Impact
Report was approved by the Mayor and Common Council in
December 12, 1982. Approval of the Specific Plan was
accomplished through the adoption of an ordinance and by
acceptance of the Final Environmental Impact Report.
Modifications to the Specific Plan of development would
require the resubmittal of proposed amendments back to the
Planning Department for review and recommendation. The
Planning Commission and Mayor and Common Council in turn
would be required to hold a public hearing on any proposed
changes. In addition to the amendment to the ordinance, an
addendum to the Environmental Impact Report would probably be
required.
In a meeting I held with Mr. Bill Smith concerning modifica-
tions to the Highland Hills Plan, I indicated to him that the
changes being discussed were substantially different in
matter from what was originally approved by the Mayor and
Common Council during the public hearings for the approval of
the Specific Plan.
I have had a conversation with the City Attorney's Office
concerning this matter and they concur with the above
mentioned process.
