Schuma, Planning Director SUBJECT: Highland Hills Specific Plan DATE: October 29, 1986 (6877) COPIES: The Highland Hills Specific Plan and Environmental Impact Report was approved by the Mayor and Common Council in December 12, 1982. Approval of the Specific Plan was accomplished through the adoption of an ordinance and by acceptance of the Final Environmental Impact Report. Modifications to the Specific Plan of development would require the resubmittal of proposed amendments back to the Planning Department for review and recommendation. The Planning Commission and Mayor and Common Council in turn would be required to hold a public hearing on any proposed changes. In addition to the amendment to the ordinance, an addendum to the Environmental Impact Report would probably be required. In a meeting I held with Mr. Bill Smith concerning modifica- tions to the Highland Hills Plan, I indicated to him that the changes being discussed were substantially different in matter from what was originally approved by the Mayor and Common Council during the public hearings for the approval of the Specific Plan. I have had a conversation with the City Attorney's Office concerning this matter and they concur with the above mentioned process. ~ FRANK A. SCHOKA, Planning Director mtb /ft '/, C) / / ..
