The Negative Declaration for environmental impact was also recommended for approval. Recommended motion: To approve the responses to comments and to adopt the Negative Declaration for environmental impact which has been reviewed and considered. To approve, modify or reject the findings and the recommendation of the Planning Commission and to direct the City Attorney to prepare the necessary amendments to the Zoning Ordinance. Q ~. The applicant is proposing to change tile zone on a site consisting of approximately .15 acre from C-l, Neighborhood Commercial to R-1-7200, Single-Family Residential. The site is a narrow strip of land having a frontage of approximately 10.35 feet on the south side of 48th Street, located approximately 230 feet west of Leroy Street. 2. The surrounding land uses and zoning include a restaurant (Le Rendezvous) to the west with accompanying zoning of C-l, Neighborhood Commercial. To the south and east of the site single-family residential units are witnessed with R-l, Single-Family Residential zoning. North of the property in question (across 48th Street) are multiple-family residential units with R-3, MUltiple-Family Residential zoning. 3. The State College General Plan designates the site as Residential (4-7 du/ac). Surrounding zoning and land uses are in conformance with the General Plan in all areas except to the north in which the General Plan designates that area for Commercial, which is currently developed with multiple-family residential. The proposed rezone of the property in question is in conformance with the General Plan. 4. On September 11, 1986, the Development Review Committee approved Lot Line Adjustment No. 86-30, which moved the comri,OI! lot line between the commercial site (Le Rendezvous Restaurant) and the residential lot 10.35 feet to the west, thereby widening the single-fa~jly residential lot to 60.35 feet. (The proposed zone change would bring the 10 foot wide property into conformity with the approved Lot Line Adjustment No. 86-30 and the abutting single-family zoning to the east of subject property. ) 5. The 10 foot wide property is currently being used as a driveway for the adjoi~ing single-family residential structure located to the east. An existing block wall is located along the west side of the subject property. The block wall creates a barrier between the restaurant. and its accompanying parking lot and the single-family residential structure to the east. The size of the single-family parcel~ in the immediate vicinity consist of approximately 6,750 square feet, with most lots having typical dimensions of 50 feet by 135 feet. The site in question is approximately the same size. 7. At the regularly scheduled meeting of the Environmental Review Committee held on September 11, 1986, a negative declaration was recommended for adoption. RECOMMENDATION Based upon the above observations, Staff recon.mends adoption of tbe negative declaration and approval of Change of Zone No. 86-21. RespectfuJly Submitted, FRANK A.
