1. The applicant is requesting to change the zone on a
parcel consisting of approximately 1.30+ acres from R-l-
7200, Single-Family Residential and C-3A, Limited
General Commercial to entirely C-3A. The site is
currently zoned R-1-7200 on the northern portion, while
C-3Azoning is reflected along the southern section of
the parcel along Foothill Boulevard.
2. The City of San Bernardino General Plan designates the
entire parcel as wGeneral Commercial". On January 21,
1986, the Mayor and Common Council approved General Plan
Amendment No. 85-2. The above General Plan Amendment
encompassed approximately 618 acres bounded by Etiwanda
Avenue on the north, the City of San Bernardino City
limits on the west (generally Eucalyptus and Pepper),
Rialto Avenue on the south and Rancho Avenue and the
Lytle Cajon Flood Control area on the east. The parcel
in question is located within the boundary of General
plan Amendment No. 85-2.
3. On June 27, 1984, the applicant submitted Change of Zone
No. 84-17, on the identical parcel. This particular zone
change attempted to change the zone from C-3A, Limited
General Commercial and R-l, Single-Family Residential to
R-3-2000, Multiple-Family Residential. The Planning
Commission, at their meeting of October 22, 1985,
unanimously recommended denial of Change of Zone No. 84-
17. On November 4, 1985, the Mayor and Common Council
upheld the Commission's ruling and denied the above
Change of Zone.
4. On June 4, 1986, a field inspection was conducted by a
member of the Planning staff, which determined the site
to be vacant. To the north, single-family residential
uses with frontage on Spruce Street are evidenced with
accompanying zoning of R-1-7200. To the south, across
Foothill Boulevard, a mobile home park is located on C-
3A, Limited General Commercial designated land.
Commercial activities are to the west and east on C-3A
and vacant R-1-7200.
5. The present change of zone project is a single request
to update the zoning to reflect the revised General Plan
per General Plan Amendment No. 85-2. In order to have
an orderly growth pattern, the entire vicinity and not
just one specific parcel should be reviewed for a
comprehensive development plan. Accordingly, when
viewing the aggregate rather than a small portion, a
