Agenda Item No. . ~s CI1C OF SAN BERNARDIO - REQUr:or FOR COUNCIL AC't,J)N STAFF REPORT Subject: Date: Waterman Avenue Air Stripping Towers October 8, 1986 Mayor and Council Meeting of October 20, 1986 The City of San Bernardino Municipal Water Department is proposing to construct an air stripping facility at the Waterman Reservoir to treat contaminated groundwater. The subject site is located at Horine Park which is north of 30th Street, west of Waterman Avenue, south of Edgemont Drive and east of Leroy Street. The air stripping facility consists of two 45-foot air stripping towers, a 25 foot by 80 foot building that will house blowers, controls and a new office, a 20-24 inch pipe to bring water into the facility.and a 20-24 inch pipe to take water from the air strippers to the Waterman Reservoir. The Supplement to the Preliminary Environmental Description form for the Waterman Air Stripping Project details the project descrip- tion and location and analyzes potential environmental impacts. The concentration of contaminants to be dispersed into the atmos- phere are below levels that could present human health concerns as explained further in the Supplement to the Preliminary Environmental Description Form. However, prior to project implementation, the Water Department must obtain a permit from the South Coast Air Quality Management District for the dispersal of any contaminants into the atmosphere. At its meeting of October 2, 1986, the Environmental Review Committee recommended a Negative Declaration of Environmental Impact subject to the following mitigation measures: The booster pumps shall be enclosed in a structure to reduce the impacts from noise. This will allow contin- ued use of the picnic area and tot lot adjacent to the proposed towers. periodic testing of the water shall be done after chlorine has been added and after the water is aerated through this system to ensure that the chlorine added does not increase the level of trihalomethanes in the water. 1S-0Z64
