Synopsis of Pl'8Yious Council action:
On September 22, 1986, the Mayor and. Common Council received and filed Ways
and Means Committee Report CDBG Fund Review.
On October 6, 1986, the Mayor and Common Council approved FY 1986/1987
Supplemental Funding CDBG Program Mix and directed staff to report back to
Council on October 20, 1986

STAFF REPORT
On October 6, 1986, the Mayor and Common Council approved the CDBG
Supplemental Appropriation Program Mix with the exception of
$88,360.36 for Project No. 770, and requesting staff to report back
to Council on October 20, 1986, regarding the status of Project
770. In September of this year, the Ways and Means Committee,
during discussions relating to the CDBG Fund Review, requested
additional information in connection with the engineering and
grading work in Census Tract '42 (Ward '6). Councilman Frazier in
particular stated that in his opinion the project was incomplete
and the funds remaining were needed to complete additional work in
Ward '6.
Prior to recommending the funds be transferred to the supplemental
appropriation, Community Development staff consulted with the
Directors of Finance, Public Works and Public Services concerning
the status of the project. The Finance Department report indicated
the project was complete and no future billings were anticipated.
The Directors of Public Works and Public Services indicated the
project was not one assigned to their departments. However, the
Public Services Director noted his department was involved in a
similar project in the same Census Tract (also Census Tract '47)
and that the project is still in progress.
Immediately after the Ways and Means Committee meeting noted
earlier, staff again consulted with Public Works and Public Ser-
vices and received the respons7 described above. Although the
$88,360.36 was not included ~n the Supplemental Appropriation
Program Mix, it is staff's understanding that the Public Services
Director will be submitting a proposal for street and concrete work
in Census Tracts numbered 41, 42 and 47. Should funds still remain
in the account after the project is funded (presumably), staff
recommends the difference be converted tot he FY 1986/1987
Contingency Account.

The Council went on record in setting aside the amount of $88,360.36,
Project 770-Census Tract 42, Eng., Grading, Etc., until it can be better
determined where this money came from. The Director of Community Develop-
ment is to determine the source of the. monies and report back at the
October 2.o~1986 ~QuncJl_!!!~!!~ing. Council approval for the balance of
the CDBG Supplemental Funding Program Mix report wi.11 be considered at
that time.
