STAFF REPORT
The Public Library Board has requested that all parking spaces of
the Norman Feldheym Central Library be designated for 2-hour tim~
limitation, between the hours of 8:00 a.m. to 5:00 p.m., Monday
through Friday, and provide permanent parking stickers for employees;
and issue special parking extension passes.
The request was presented to the Central City Parking Plice Commission
for their review at their 9/25/86 meetjng. Field ~urveys conducted
by City Staff indicate that the western parking lot of 21 spaces
is utilized at almost 100% after 8:30 a.m. and the eastern lot of
120 spaces reaches its peak utilization of 55% around noon. The
Committee does not feel that permenant parking stickers should be
provided for employees, since it is not a City policy yet to
guarantee employee parking. The Committee instead has decided to
keep 55 spaces, out of 120 spaces in the eastern lot, for all day
parking, and they will be used on "first come, first serve" basis.
The Committee also recommends that special parking extension passes
may be utilized only for special occasions and events when narking
needs to be reserved. Parking enforcement will be handled by the Public
Buildings parking patrol on a routine basis.
INSTRUCTIONS TO CITY ATTORNEY:
Add Resolution 8234, Section Two, Subsection (1):
(c) Off-street parking lots of Norman F. Feldheym Central Library
located between "F" and "E" Street on the South side of 6th
Street, applicable to the entire 21 parking spaces on the
western lot adjacent to "F" Street, and applicable to the 60
spaces of the eastern lot with exception of the two most
southerly E/W rows and the second N/S row adjacent to "E"
Street.

RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION
NO. 8234 ENTITLED IN PART "A RESOLUTION . . . ESTABLISHING
PARKING TIME LIMITATIONS UPON CERTAIN DESIGNATED STREETS OR
ALLEYS, OR PORTIONS THEREOF . . . ", AND IMPOSI~G A 2-HOUR
PARKING LIMITATION AT THE NORMAN F. FELDHEYM CENTRAL LIBRARY.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BE&~ARDINO AS FOLLOWS:
SECTION 1. Resolution No. 8234 Section Two Subsection
(1) is amended by adding thereto Paragraph (c) to read as
follows:
"(c) Off-street parking lots of Norman F. Feldheym
Central Library located between "F' Street and 'E" S~reet on
the south side of 6th Street, applicable to the entire twenty-
one parking spaces on the western lot adjacent to "F' Street,
and applicable to the sixty spaces of the eastern lot with
exception of the two most southerly east/west rows and the
second north/south row adjacent to "E' Street."
I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the Mayor and Common Council of the City of San
Bernardino at a
