STAFF REPORT
The Police Department has operated a Police Community Service Office
at 2656 W. Foothill Blvd., and the lease agreement with the landlord,
Mr. Willie Clark, was approved by the Mayor and Council, Resolution
#85-307.
This lease agreement has expired and renewal of the lease is requested
in order to maintain the San Bernardino Police Department's current
operation.
Mr. Clark has agreed to continue the lease for one year at a rental
rate of $225 per month, for a total of $2,700 per year.
On September 8, 1986, we were requested to check out the facilities
at Nicholson Park for a possible site for the Police Community Service
Office currently located at 2656 W. Foothill Blvd. We have done so
and find the space available in the Nicholson Park Center is inadequate
in size to accomodate the staff and properly service the citizens
in that community service area. We do, however, believe it can be
used as a supplemental site to the Foothill Blvd. Community Service
Office.
It is our intent to meet with the Board of Directors of the Nicholson
Park Center and learn what programs they are planning. We will provide
a police assistant at that location on a part-time basis. We will
encourage the officers to use the center for report writing, breaks
and public involvement.
Our plans also include providing community-oriented policing programs
as well as crime prevention programs to assist senior citizens. We
intend to interact with youth programs, using the Little League facilities;
hopefully, giving us the opportunity to pr~sent police/youth oriented
programs, including elements of the DARE program.
I and Lt. Frank Alvarez discussed the inadequacy of the Nicholson
Park site for a permenant alternative site for a Community Service
Office with Councilman Hernandez. We toured the Foothill site as
well as the Nicholson Park Center site. Councilman Hernandez seemed
to agree with the use of the Nicholson Park Center site as a supple-
mental site to the existing Foothill Blvd. Police Community Service

I do not concur in moving the Police Community Center from
Foothill to Nicholson Park. Certainly some community
programs should be held at Nicholson Center, the physical
location of the Police Community Center should remain where
it is now located.

It has recently been brought to my attention that the Foothill 1. r'eridian
COP is being moved to the new Nocholson Park Cetner at 2nd 1. Meridian. I
would like to offer my views on the proposed move.
I recently visited the new Park Center and inspected the room set aside for
the proposed COP. The room is located on the southwest corner of the
building. The overall size of teh room is 11 feet, 6 inches by 7 feet, 4
inches. However, useab 1 e space is on ly 7 feet, 4 inches by 7 feet, 6
inches which allows room for one (1) desk only (see attached diagram).
The reason for the small amount of useable space are doorways on the west
and east walls, towards the north end of the room, which are designated as
fire doors. This allows for approximately 54 square feet of useable space.
This does not allow room to conduct any form of business.
The present COP office has over 850 square feet of useable office space
plus a rear storage room, approximately 9.5 feet by 6.5 feeet plus a rest-
room. Presently we, as police officers, are able to conduct business as
COP's are intended. I have conducted neighborhood meetings, there is room
for citizens to come in and talk confidentially to a Police Assistant,
Police Officers or myself and they do not have to worry about being seen
from the street.
In many minority neighborhoods citizens are hesitant to be seen talking to
police officers. The Foothill & Meridian COP slowly overcame that prOblem
by having the public realize that the facility does have a certain amount
of privacy.
There is also privacy in conducting business with police officers, whether
it is problems in the area, discussing discipline problems with employees,
officers writing or dictating reports will all be lost because of the lack
of room and privacy. A good case in point is the Lytle Creek COP Office.
Statistics have proven that citizens will not walk into a recreation/park
center to discuss problems or provide information. There are too many
distractions and functions being conducted at these centers which does not
allow the proper atmosphere or surroundings to conduct proper business.
The Lytle Creek COP Office has succeeded only because the Area Commander
has attended m~etings at night, held by citizens in the area, to discuss
problems. The Area Corrrnander has gone to private residences to help
promote the COP Program and, although good friends and contacts have been
cultivated, the stats remain exceptionally low.

The Nicholson Park Center is on Meridian Street and is similar in location
to the Lytle Creek COP Office. Ileridian, like South UK" Street, has little
traffic. Nicholson Park Center is situated like Lytle Creek Center, back
off a lightly traveled street, thus reducing the visibility further.
Inside of the Foothill ,\ Meridian office are five (5) desks; one (1) for
the Area Commander, one (1) for the Area Sergeant, and two (2) for the
Police Assistants or police officers to write or dictate reports. There
are four (4) filing cabinets in the office. There are also three (3) 3.5
feet, by 8 feet tables in the office. One (1) table is used for handout
materials provided by Crime Prevention, one (1) table is used for stats
provided by Crime Analysis and one (1) table is used for daily bulletins.
There is also a drinking water fountain, inside the office, which is used
by school kids as a means to break down barriers. There is also a coffee
pot used to provi de coffee for both pol ice offi cers and c it i zens. A
refrigerator is also in the office to provide cold drinks for the officers
and for citizens. At Nicholson Park Center there would not be sufficient
room to provide these conveniences for the public.
Everything we, as police officers, have worked for will be lost and will no
longer be effective. I am requesting that the present COP Office be
allowed to operate as it is presently operating and thus be allowed to
service the public as it was intended.

SECTION 1. The Mayor of the City of San Bernardino is hereby
authorized and directed to execute on behalf of said City a Third
Amendment to Lease, effective July 1, 1986, with Willie Clark
relating to premises located at 2656 West Foothill Boulevard,

1 THIRD AMENDMENT TO LEASE
2 (Community Police Center - 2656 West Foothill Boulevard)
3 tHIS THIRD AMENDMENT TO LEASE is made and entered into,
4 effective July 1, 1986, by and between the CITY OF SAN
5. BERNARDINO, a municipal corporation, hereinafter referred to as
6 "City", and WILLIE CLARK, hereinafter referred to as "Landlord".
7 The parties hereto agree as follows:
8 1. Recitals.
9 (a) Landlord and City entered into a lease on October 15,
10 1984, a First Amendment thereto on February 5, 1985, and a Seco~d
11 Amendment thereto on July 1, 1985, relating to the use by City of
12 certain premises located at 2656 West Foothill Boulevard in the
13 City of San Bernardino for use as a community police center or
14 other lawful public purpose.
15 (b) City and Landlord desire to amend the lease to provide
16 for a one year extension of its term.
17 2. Term.

18 The term of the lease is extended for a one-year
19 period, commencing July 1, 1986, and terminating June 30, 1987.
20 3. Other Provisions.
21 All other terms, conditions and covenants of the
22 agreemen t, as amended, shall remain the same. and be in full force
