Synopsis of Previous Commission/Council action:
At the Community Development Commission meeting held on May 23, 1985, Resolution No.
4765 was adopted authorizing the purchase and use of a facsimile signature on checks
drawn on Redevelopment Agency accounts.

At the Community Development Commission meeting held on November 4, 1985, Resolution
No. 4816 was adopted designating check aigners and cosignera for the Redevelopment
Agency checks, vouchers, and saving account withdrawals.
At the Community Development ColDlllission meeting on September 9, 1986, Resolution No.
4925 was adopted authorizing relinquishment of Community Development responsibilities
by the Redevelopment Agency of the City of San Bernardino.

The matter was heard at the Commission meeting of October 6, 1986, and was
referred to the Redevelopment Committee for further study and review. (The
Committee was to have report and appropriate recommendation for October 20, 1986,
Commission meeting.

STAFF REPORT
Per Resolution No. 4816 adopted November 4. 1985, Chairman Evlyn Wilcox (or
facsimile signature) and/or Commission Member Jack Strickler were designated as
signers on Redevelopment Agency checks and vouchers. Secretary Glenda Saul was
designated as cosigner on Redevelopment Agency checks and vouchers. Sandy Lowder,
Manager, Redevelopment Division, and/or Kenneth J. Henderson, Manager, Community
Development Division, would sign only in the absence of Secretary Glenda Saul in
accordance with procedural directive.
Per Resolution No. 4925 adopted September 9, 1986, authorization _s given
relinquishing Community Development responsibilities of the Redevelopment Agency
and transferring employment of Kenneth J. Henderson from the Redevelopment agency
to the City of San Bernardino.
If the attached resolution is adopted, all Redevelopment Agency checks and
vouchers would be signed by Chairman Evlyn Wilcox (or facsimile signature) and/or
ComiD1ssion Member Jack Strickler and cosigned by Secretary Glenda Saul.
Sandy Lowder, Manager, Redevelopment Division, would sign only in the absence of
Secretary Glenda Saul in accordance with procedural directive.

2 RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY
OF SAN BERNARDINO DESIGNATING CHECK SIGNERS AND COSIGNERS FOR REDEVELOPMENT
3 AGENCY CHECKS AND VOUCHERS; AND RESCINDING RESOLUTION NO. 4816.

WHEREAS, Resolution 4816 designated that Agency checks and vouchers
(
5 will be signed by one of the following: Chairman Evlyn Wilcox or Commission
6 Member Jack Strickler, who serve respectively as Chairman and Vice Chairman
7 of the Redevelopment Agency of the City of San Bernardino; and
8
WHEREAS, Resolution 4816 designated that Agency checks will be
9 cosigned by one of the following: Secretary Glenda Saul or by Resources
10 Coordinator RDA Sandy Lowder or Resources Coordinator CDBG Ken Henderson.
]1 The Resources Coordinators shall be authorized to sign only in the absence
12 of Secretary Glanda Saul.

WHEREAS, the Community Development Commission now desires to provide
14 for different cosigners; and
15 NOW, THEREFORE, BE IT RESOLVED BY THE COMMUNITY DEVELOPMENT
16 COMMISSION OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. All Agency checks and vouchers shall be signed by
18 Chairman Evlyn Wilcox or by Commission Member Jack Strickler.

SECTION 2. All Agency checks and vouchers shall be cosigned by
20 Secretary/ Executive Director of the Redevelopment Agency Glenda Saul,
21 or by Manager of the Redevelopment Division Sandy Lowder. The Manager
22 of the Redevelopment Division shall be authorized to sign only in the
23 absence of Secretary/Executive Director Glenda Saul. The Secretary/
24 Executive Director shall provide written instructions to the Manager of
25 the Redevelopment Division.

SECTION 3. The use of fcsimile signature for signer Evlyn Wilcox
4C:> 27 is hereby ratified as approved by Resolution 4765 adopted May 23, 1985, and
28 the designated depositaries are hereby authorized and entitled to honor

Resolution No. 4816 is rescinded, effective October
