BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. Recitals. A. The Foundation for Community Service Cable ,Television makes available grant funds to support programming for cablecasting on the community, educational and municipal channels in California. B. By Resolution No. 86-198, the Council approved the submission of a grant application which included the purchase of equipment, supplies and distribution costs. c. This grant application will include the purchase of additional equipment, supplies and production costs. SECTION 2. The Community Television Commission of the City of San Bernardino is hereby authorized to submit a grant application for the Foundation for Community Service Cable Television, which grant will be used in support of public service communication. A copy of the grant application is attached hereto, marked Exhibit "A" and incorporated herein by reference as fully as though set forth at length. This training program will also strive to excite the community by getting the people involved. 3) Form a non-prorit foundation that will direct long-term operation of the access channel in conjunction with the City Cable Television Coordinator. 4) Establish a long-term relationship with the local colleges that will furnish the community with college intern students to assist in productions, training and special community access projects. 5) Establish production facilities at the new City Library and City Hall for live and taped broadcasts of community events and issues. 6) Establish a 24 hr. community bulletin board on 2 cable channels to occupy non-film periods & keep the community informed, as well as "locking-in" our channel use with the local cable operators. The City of San Bernardino has shown its commitment to public access by designating 25% of the franchise fee collected from cable operators to be spent on Access abilities and cable regulation. Each of the operators dedicated one channel for local access which is primarily programmed with revenue-seeking ads for the operators and character generated PSAs. Use by the public for local production films is vir- tually non-existant. The operators have an obligation based upon the 80t use formula, to provide an additional channel(s) for Access, if the need should arise. The Cities residents should have the support, facilities and training to "get involved" with their surroundings, and be encouraged to exploit the functions and desires of civic groups, individuals, and individual causes within the community. The City of San Bernardino has taken the responsibility to provide its citizens the ability to "Access" the media. Now the City is faced with the need for mobile and studio type equipment, character generator ability, training facilities, etc. We look forward with enthusiasm, to the challenge that awaits us, and we are anxious to "get the ball rOlling". I o o o o Attachment B PROJECT NARRATIVE It is the goal of the City of San Bernardino to provide FREE access to all its citizens. Needed to accomplish this goal, however, is what seems an endless shopping list of equipment, free training classes in the-use of Cities' equipment, the help and support of local colleges and schools, community service groups, AND of course, the long term commitment for help, support and channel space from our local cable operators. Bob Senour, Chair, Audio & Video Department at Cal State, San Bernardino, has pledged his personal support and also that of his students, to help in programming and training. Larry Priest, General Manager of Chambers Cable TV and Mike McDonald, General Manager of Group W Cable TV, have committed their companies to long-term support of our access commitment. They have agreed to channel space and assistance in training the public, etc. The City of San Bernardino will use funds supplied by the Foundation for Community Service Cable Television to purchase video equipment and character generation equipment that will allow the City to provide the needed "access vehicle" to its citizens through FREE training, FREE production assistance and FREE equipment usage. II. PROJECT SUMMARY The objectives of Phase I of the project are: 1. To obtain equipment to begin programming for public access. 2. To implement a training program for persons in the community who will be responsible for developing the programs for use on the local cable channels. The City's CATV Coordinator will outline this training program and establish guidelines for use of the equipment. There are 'two cable companies holding franchises in the City of San Bernardino. Both are supportive of community access programming. However, the contract for these franchises excludes provisions for public access. To accomplish community generated programming here, it is necessary to originate the programs from the public library. A brand new library which opened in October '85 has space and a supportive Head Librarian available for originating local programming. To implement the local programming in San Bernardino, the Community Cable- television Commission will work with the City's CATV Coordinator to acquire a minimal equipment inventory and supervise the development of a training program for interested citizens.
