Move to adopt a RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AUTHORIZING THE EXPENDITURE OF CENTRAL CITY
PROJECT AREA FUNDS FOR PUBLIC IMPROVEMENTS (EXPANSION JOINTS - 3
LEVEL PARKING STRUCTURE).

It is requested that the Mayor and Common Council and the Community
Development commission approve payment to the City of up to $77,000 to repair
expansion joints In the Central City Mall parking structure.
BACKGROUND
The attached August 30, 1989 memorandum from Wayne Overstreet, Public
Buildings/Parking Control gives the background and reasons for the
Installation of the new compression expansion joints.
Such improvements are of benefit to the Central City Project Area and the use
of Agency funds are appropriate as there are no other reasonable means of
financing such improvements. The estimated repair cost of $77,000 has been
Included in the Agency's proposed 1989-90 fiscal year budget.
It is recommended that the Mayor and Common Council and community Development
Commission adopt the attached Benefl~ Resolutions and approve the expenditure
by the Agency of up to $77,000 for the repair of the expansion joints.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING THE EXPENDITURE OF CENTRAL CITY
PROJECT AREA FUNDS FOR PUBLIC IMPROVEMENTS (EXPANSION JOINTS - 3
LEVEL PARKING STRUCTURE)

WHEREAS, by Ordinance No. 2649 adopted on February 24,
1965, and amended by Ordinance No, 3059 adopted on March 17,
1970, and further amended by Ordinance No. 3683 adopted on
November 7, 1977, anc further amended by Ordinance No. MC-559
adopted on December 9, 1986, the Mayor and Common Council of the
City of San Bernardino adopted and approved a certain amended
Redevelopment Plan (the "Redevelopment Plan") for the Central
City Project (the "Project"); and
WHEREAS, pursuant to the Community Redevelopment Law of the
State of California (Health and Safety Code Section 3300, et
~), the Redevelopment Agency of the City of San Bernardino
(the "Agency") is carrying out the Redevelopment Plan for the
proj ect in the redevelopment proj ect area (the "proj ect Area");
and
WHEREAS, in furtherance of the Project, the City of San
Bernardino and the Agency propose to enter into an agreement with
Conrad Constructors, ("Contractor") for the replacement of
expansion joints in the 3 level parking structure at a cost of
$76,900.00,
To fund these improvements, the Agency desires approval of
the use of funds from the Central City Project Area account.
WHEREAS, the Improvements are of benefit to the Project
Area and the immediate neighborhood of the Project Area in that
they will provide better parking for the Central City Mall,

WHEREAS, no other reasonable means of financing such
Improvements are available to the community; and
NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1.
The Mayor and Common Council hereby
determine that the Improvements are of benefit to the Project
Area and the immediate neighborhood in which the Project Area is
located, and that no other reasonable means of financing such
Improvements are available to the community, and the Mayor and
Common Council hereby consent to the Project Area paying for the
Improvements,
The determination that the Improvements will
benefit the Project Area is based upon the fact that the
Improvements will provide better parking, improve safety, and
contribute to elimination of blight.
The Mayor and Common
Council approve payment
of the Improvements.
