Schuma, Planning Director SUBJECT: Filling of Positions Within the Planning Department DATE: COPIES: September 19, 1986 (6837) ------------------------------------------------------------- f In approximately a 90-day period of time, the Planning Department has lost five (5) personnel, or one-third of the entire staff. Assistant Planner, Ann Larson, left in June but, because of budget cuts made by the Council, the position of an Assistant Planner was eliminated. The other positions eliminated due to budget cuts included a Draftsperson and a temporary, fUll-time rec~ptionist-clerk. This week, the Department will lose two more planners, Planning Aide, Greg Gage, and Assistant Planner, Sonia Southwell. The impact of these losses will be immediate and quite severe. Given our project case load, they will affect our ability to provide an acceptable level of service to the general public, the development community and the Mayor and Council. Delays in processing time have already been exper- ienced and counter/telephone service hours have had to be established. .:~:'_. The loss of three planner positions was due to resignations to accept similar positions in other cities. In each case, the lateral change has resulted in substantial total dollar compensation increases for the planner. In Ann's case, the increase w;as approximately $850 per month. In the case of Greg Gage and Sonia, the increases were about $800 and $650, respectively. It is also important to note that the planners represent a substantial investment to the City of San Bernar- dino in terms of training time, attendance at planning seminars and averall experience. Other jurisdictions will now benefit from this CitY'Bainvestment. In an effort to help alleviate the added burden to the remaining staff and to assist in expediting development case load, I request that the Planning Department be permitted to recruit for and fill, two Assistant Planner positions. In addition, I would ask approval to fill the Planning Aide position through a contract agreement. City and Consultant agree as follows: 1. General Description of Work to be Done. Termination of Aoreement. Either party may .\f. .... terminate without cause and for any reason this agreement by giving fifteen days advance written notice of termination of the other party. 3. Payment to Consultant for services provided under this agreement shall be at the rate of $9.005 per hour and in no event shall exceed $9.005 per hour. Consultant shall maintain and file with the Planning Department a record of hours expended on assigned projects and the Planning Department shall submit a claim or request for payment to the Finance Department every two 8 weeks. The parties estimate that the services hereunder 9 10 11 will require at least 160 hours per month. Consultant shall as~ume 13 and pay all out of pocket expenses and costs of performing 14 services under this agreement and City shall not be liable 15 for such costs and expenses. 16 5. Amendments. This agreement may be amended or 17 modified only by written agreement signed by both parties. 18 6. Assianment. Consultant's rights under this 19 agreement shall not be assigned by Consultant to any other 20 person, firm or corporation without the prior written 21 consent of City. 22 7. Hold Harmless. Consultant hereby agrees to, 23 and shall, hold City, its elective and appointive boards, 24 commissions, officers, agents and employees, harmless from 25 any liability for damage or claims for damage for personal 26 injury, including death, as well as from claims for 27 property damage which may arise from Consultant's 28 operations under this agreement.
