COMMISSION AMENDING THE LAND USE ELEMENT TO THE GENERAL PLAN.

THE PLANNING COMMISSION OF THE CITY OF SAN BERNARDINO
4 DOES RESOLVE AS FOLLOWS:

WHEREAS, the Planning Commission adopted a Resolution on
6 July 7, 1964, establishing a General Plan Land Use Element
7 for the City of San Bernardino which was subsequently adopted
8
by the
Mayor and Common Council via Resolution 7336 on
9 August 17, 1964; and,
10
WHEREAS, the City of San Bernardino Planning Commission
11 conducted a legally advertised and announced public hearing
12 on an amendment to the General Plan (General Plan AOendment
13 No. 86-4) Land Use Element on September 16, 1986,
14
WHEREAS, A NEGATIVE DECLARATION, complete with
an
15 Initial Study relating to Amendment No. 86-4, has been
]6 reviewed by the Planning Commission in accordance with the
17 California Environmental Quality Act and local" regulations;
18 and,
19
WHEREAS, the adoption of Amendment No. 86-4, in accord-
20 ance with Exhibit II is deemed in the interest of the orderly
21 development of the City and is consistent with the Goals and
22 Objectives of the existing General Plan.

NOW, THEREFORE, BE IT RESOLVED, that the Land Use
24 Element of the General Plan of the City of San Bernardino is
25 amended by changing the approximately 40.5 acres located

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING THE
NEGATIVE DECLARATION AS TO ENVIRONMENTAL IMPACT AND ADOPTING
AMENDMENT NO. 86-4 TO THE GENERAL PLAN OF THE CITY OF
SAN BERNARDINO (GENERAL PLAN LAND USE ELEMENT).
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Recitals.
(a) The General Plan Land Use Element for the City of
San Bernardino was adopted by the Mayor and Common Council by
Resolution No. 7336 on August 17, 1964.
(b) Amendment No. 86-4 to the General Plan of the City of
San Bernardino was approved by the Planning Commission of the
City of San Bernardino on September 16, 1986, after a legally
advertised public hearing.
(c) A Negative Declaration issued by the Environmental
Review Committee of the City, on August 28, 1986, complete with
an initial study relating to Amendment No. 86-4, and all
comments relative thereto have been reviewed and approved by
the Planning Commission and the Mayor and Common Council in
compliance with the California Environmental Quality Act and
local regulations.
(d) The Mayor and Common Council reviewed and considered
proposed Amendment No. 86-4 on October 6, 1986, and held a
public hearing thereon.
(e) The adoption of Amendment No. 86-4 is deemed in the
interest of the orderly development of the City and is
consistent with the goals and objectives of the existing
General Plan.

SECTION 2. Neqative Declaration.
The Mayor and Common Council hereby find and declare that
the proposed amendment to the General Plan of the City of San
Bernardino will have no significant effect on the environment,
and the Negative Declaration heretofore adopted by the
Environmental Review Committee as to the effect of this
proposed amendment is hereby ratified, affirmed and adopted.
SECTION 3. Amendment.
The Land Use Element of the General Plan of the City of
San Bernardino is amended by changing the approximately 40.5
acres located generally west of the Lytle Creek Wash, north and
south of Baseline Street, east of the City of Rialto, as
outlined on the map entitled Exhibit II, a copy of which is
attached hereto and incorporated herein by reference from Open
Space to Light Industrial. This amendment is designated as
General Plan Amendment No. 86-4.
SECTION 4. Map Notation.
This resolution and the amendment effected by it shall be
noted on such appropriate maps as have been adopted and
approved by the Mayor and Common Council.

1. Presently the subject site has an Open Space-Flood Control designation in
the City's General Plan, adopted in 1964 (Exhibit I). The site itself is
adjacent to the western portion ofLytle Creek Wash as it crosses Baseline
Street. The General Plan Amendment No. 86-4 proposes to change this
designation to Light Industrial consistent with the present zoning and
land use development of the area (Exhibit II),
2. Existing zoning for the site is M-1A (Limited Light Industrial) for the
areas along Baseline Street and on either side of Lassen Street. The area
north of the terminus of Lassen Street has a M-1 (Light Industrial)
classification. Two parcels located west of of those parcels fronting the
west side of Lassen Street have an "0" (Open Space) zoning classification
(Exhibit III). Previous development had been allowed under a department
policy holding that industrial development was consistent or allowable
with the Open Space General Plan designation.
3. At present the site is predominately vacant, with light industrial deve-
lopment occurring on the east side of Lassen Street and on one parcel
south of Baseline Street. One single family residence is found on the
northwest corner of Baseline and Lassen Streets (Exhibit IV).

4. The subject site has no major impediments to development. The property
is relatively flat. Future grading occuring during the developmental
stage wi 11 be minimul. Any physical features that may act as constraints
can be adequately mitigated.
5. The subject property is located entirely within Flood Zone "A" due to its
location within the Lytle Creek Wash System. Properties within this zone
are characterized as being within the limits of the O-year to 100~year
flood potential. The San Bernardino County Flood Control District's com-
ments indicate that appropriate mitigation measures, to be proposed as
conditions of approval at the time of development, wi 11 be adequate.
6. Established single family residential areas are located to the west of the
subject site within the City of Rialto corporate boundaries. The residen-
tial area is separated from the subject area by a railroad right-of-way
and a relatively higher elevation. The City of Rialto has responded
favorably with respect to the proposed amendment. However, they do
request that "the environmental impacts on the adjacent Rialto residences
be explicitly considered during the environmental review of future pro-
jects on the site, and that all mitigated measures necessary to reduce an
adverse impact be required as a condition of project approval".

7. Approximately 25.9 acres of the sUbject site is vacant and in private
ownership. An estimated 450,000 square feet of light industrial buildings
could conceivably be built in the future. Ultimate development at this
level will bring about increases in traffic, water, electrical, natural
gas consumption as well as waste water and solid waste generation.
Increases in demand for police and fire services would be negligible. No
increases in student enrollment would result from future industrial deve-
lopment.
8. The major form of impact will be increased traffic (truck and auto) to
and from the site. The City Traffic Engineer has indicated that future
projects wi II have to be evaluated to see if a traffic signal wi II be
necessary at the intersection of Lassen Street and Baseline Street.
Baseline Street itself is classified as a major arterial and as such can
easily accommodate the projected traffic flows, Sewer impaction fees and
capacity rights should prove adequate to mitigate any potential impacts
associated with development.
g. The proposed land use designation is consistent with the goals, objectives
and policies expressed in the General Plan. Specifically the proposed .
amendment waul d "provi de suffi ci ent I and area in appropri ate locati ons for
the optimum development of manufacturing and related uses." Additionally
th e Ii gh t indus tri a I desi gnat ion woul d "encourage the deve I opment of com-
patible industrial uses within industrial districts and provide for their
mutual protection through the establishment of performance, standards
designed to control. the emission of noise, odor, ground vibration, smoke,
dust, radio activity and other nuisance elements."

10. Based on the analysis, Staff finds that the Light Industrial designation
for the subject site is consistent with the City's General Plan and com-
patible with existing and proposed development, Environmental constraints,
such as flooding and traffic flow, will require adequate mitigation at the
time of specific project development proposals.

Staff would recommend adoption of Resolution No, 86-6 approving General Plan
Amendment No. 86-4 as per Exhibit II.
