Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on September 16, 1986, the
following recommendation was made:
The Planning Commission adopted Resolution Nos. 86-4 and 86-5 which
recommend certification of the Final EIR and Addendum prepared for
the Verdemont Area Plan, adoption of the Verdemont Area Plan, approval
of Change of Zone No. 86-15, approval of the Negative Declaration for
the proposed ordinance amendment and adoption of the proposed ordinance
amendment.
Vote: 4-3, 2 absent
Recommended motion:
That the Mayor and Council certify the Final Environmental Impact
Report and Addendum prepared for the Verdemont Area Plan, adopt the
Verdemont Area Plan, approve Change of Zone No. 86-15, approve the
Negative Declaration for the proposed ordinance amendment and adopt
the proposed ordinance amendment.

On June 4, 1986, Staff presented the Verdemont Area Plan to
the Planning Commission at a public hearing meeting. This
item was continued to let the public submit written comments
and for Staff to respond. Several Commissioner~ attended a
field trip to the Verdemont area prior to making a final
determination. The Planning Commission then instructed Staff
to change guidelines to standards where applicable and create
additional standards where needed.
At the September 2, 1986, Planning Commission meeting, Staff
presented the revisions to the Verdemont Area Plan in draft
form. The information to be considered at this meeting is
the final Verdemont Area Plan and related items.
Recommendation
Staff recommends that the Planning Commission take the
following actions:

RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF SAN BERNARDINO RECOMMENDING CERTIFICATI~ OF THE
FINAL ENVIRONMENTAL IMPACT REPORT AND ADDENDUM,
APPROVAL OF THE VERDEMONT AREA PLAN AND APPROVAL OF THE
NEGATIVE DECLARATION FOR AND APPROVAL OF CHANGE OF ZONE
NO. 86-15 AND RECOMMENDING APPROVAL AND ADOPTION BY THe
MAYOR AND COMMON COUNCIL.
WHEREAS, the Mayor and Common Council and Planning
Commission of the City of San Bernardino have heretofor
instructed the Planning Department to prepare an Area
Plan for the Verdemont area of the City; and
WHEREAS, the Planning Commission has selected a
land use alternative for the Verdemont area within the
previously established Study Area boundaries; and
WHEREAS, the Environmental Review Committee at its
meeting of May
certification of

22, 1986 recommended
the Final Environmental Impact Report and Addendum for
the Verdemont Area Plan; and
WHEREAS, the Environmental Review Committee at
said meeting found that the Verdemont Area Plan is in
conformance with the Final Environmental Impact Report
and Addendum; and
WHEREAS, the Environmental Review Committee at
said meeting recommended that the Planning Commission,
upon certification of the Final EIR and Addendum, adopt
the

WHEREAS, the Planning Department has submitted the
following
documents for consideration by the Planning

(1) The Final Environmental Impact Report and
Addendum;
(2) The Verdemont Area Plan,
(3) Change of zone No. 86-15, and

WHEREAS, The Planning Department has requested the
Planning Commission to review the Final Environmental
Impact Report and Addendum to ensure that they meet the
requirements of the California Environmental Qualities
Act; and
WHEREAS, a memorandum, dated June 4, 1986 has been
prepared
for review
the Planning Commission
by
regarding the above referenced documents, and at said
request of the Planning Department a public hearing has
been conducted thereon.
NOW THEREFORE, BE IT RESOLVED DETERMINED AND
ORDERED BY THE PLANNING COMMISSION OF THE CITY OF SAN
BERNARDINO, as follows;
Section 1.
The Planning Commission hereby
recommends approval and certification of the Final
Environmental
Impact Report and Addendum for the
Verdemont Area Plan by the Mayor and Common Council.
Section 2.
The Planning Commission hereby
approves the Verdemont Area Plan and recommends its
adoption by the Mayor and Common Council.

this Resolution to the Mayor and Common Council of the
City of San Bernardino and to the Planning Department.

WHEREAS, Ordinance' No.

Facilities land use zoning districts and establishes
regulations for their use, and
WHEREAS, the creation of the R-1-40 acre and PF

consistent with
the RCN Rural conse~vation and P/Q
Public/Quasi Public General Plan land use designations,
respectively; and
WHEREAS, the Environmental Review Committee at its

ORDINANCE AMENDMENT OF THE CITY OF SAN BERNARDINO
AMENDING TITLE 19 OF THE SAN BERNARDINO MUNICIPAL CODE TO
CREATE THE R-1-40 ACRE AND THE PF PUBLIC FACILITIES ZONES AND
ESTABLISHING REGULATIONS FOR THEIR USE.
THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO DO ORDAIN AS FOLLOWS:
SECTION 1. Section 19.06.010 of the San Bernardino
Municipal Code is amended to read:
.For purposes relating to the orderly development of the
City, and in order to carry out the provisions of this title,
the City is divided into twenty zoning districts designated
as follows:

19.45.010 Regulations generally
The regulations set forth in this chapter shall apply to
the PF Public Facilities district.
19.45.020 Uses Permitted
No building, structure or land shall be used and no
building or structure shall be erected, structurally altered,
or maintained except for the fOlloWing purposes:
A. Any use operated by a public agency, such as a city,
county, regional, state or federal
agency, school
district, public water district or any similar entity,
including parks, schools, libraries, fire stations,
police stations, wells or other water facilities, flood
control facilities and waste
disposal or transfer
facilities.
B. Any use operated by a quasi-public agency, such as a
private water company, hospital,
or other similar
entity,
including
recreation
facilities,
medical
facilities, agricultural and citrus exhibition grounds
and related commercial uses, institutions, cemeteries,
stadiums and museums.

C. Such other uses as the Commission determines to be
similar.
19.45.030 Conditions to use
All new uses, or expansions to existing uses in this
district shall be subject to a conditional use permit.
19.45.040 Lot area and dimensions.
There . are no minimum lot area requirements. The
adequacy of
the parcel area and dimensions shall
be
determined as part of the conditional use permit.
19.45.050 Building height
Maximum height of any structure shall be forty-five
feet; provided that within seventy-five feet of any single-
family residential district, the maximum height shall not
exceed one story or twenty feet unless the Commission or
Council determines that due to unusual topographical or other

features, such restrictive height is
not practical or
necessary.

Maximum building coverage is ten percent of the lot
area.
