STAFF REPORT
BID SPEC: F-87-4
The proposed contract is for the complete demolition of three locations. Two old
gas stations and house and garage. At the request of the Superintendent of Building
and Safety a formal bid was administered for complete demolition of the sites, Bids
were publicly opened and declared on 9/9/86. The following is a summary of bids re-
ceived.

Eighteen bidders were solicited, two bidders responded. Spot checks again reflect busy
season by some.
Purchasing has observed that when vendors encounter a demolition that is a gas station
they qualify their bids. Their reasons for this are the fast changing requirements of ,
the EPA, various Fire Departments, various cities and counties. The onsite hazardous
materials inspection after tanks are opened up and the requirements to be met by di-
rection onsite impact their bids. Therefore most demolition contractors offer in the
bid "Any new requirements or permits required before or during process of the jOb there
will be an appropriate additional charge".
This makes it difficult to represent to Council a firm bid when the situation onsite
requires some other activity by the EPA,
The bid of Warren Duncan Contractor has been reviewed with the Superintendent of Build-
ing and Safety who concurs that is meets specifications and requirements. It is there-
fore recommended that the bid be accepted for contract. Funding is from demolition
assessment.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A BID TO
CONTRACTOR WARREN DUNCAN FOR THE DEMOLITION OF THREE LOCATIONS IN
ACCORDANCE WITH BID SPECIFICATION F-87-4.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
5 SECTION 1. Contractor Warren Duncan is the sole bidder for

the demolition of three locations in accordance with Bid
7
Specification F-87-4, at a total cost of $22,900.00; that such
8 bid is satisfactory and in accordance with Specification No. F-
9
87-4; pursuant to this determination, the Purchasing Agent is
10 hereby authorized and directed to issue a purchase order for said
11
demolitionsat1599 W. Baseline, 1605 W. Baseline and 150 E. Court
12 Street to said bidder; and such award shall only be effective
13 upon the issuance of a purchase order by the Purchasing Agent.

I HEREBY CERTIFY that the foregoing resolution was duly
15 adopted by the Mayor and Common Council of the City of San
16 Bernardino at a meeting thereof, held on
