RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF A FOURTH AMENDMENT TO AGREEMENT WITH PEARLINE DAVIS RELATING TO AN EXTENSION OF THE TERM FOR MANAGING THE PHONE ALERT LEAGUE PROGRAM. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Mayor of the City of San Bernardino is hereby authorized and directed to execute on behalf of said City a Fourth Amendment to Agreement with Pearline Davis relating to an extension of the term for managing the Phone Alert League Program, a copy of which is attached hereto, marked Exhibit "A" and incorporated herein by reference as fully as though set forth at length. Appro'.Ted as to form: Ll~y~~ Mayor of the City of San Bernardino o o o , , FOURTH ANENDMENT TO AGREEMENT (PAL Program) THIS FOURTH AME~DMENT TO AGREEMENT is entered into between the CITY OF SAN BE RN!.RD!NO , a municipal corporation, referred to as "City", and PEAr-LINE DAVIS, an individual, referred to as "Contractor" . City and Contractor agree as follows: 1. Recitals. (a) City and Contractor entered into an agreement on March 3, 1983, and amendments extending the term of the agreement through July 15, 1985, (collectively "the agreement"), relating to services for managing the Phone Alert League Program. (b) The parties now desire to amend the agreement to provide for an extension of its term, through and including July 31, 1985 2. Term. The term of the agreement is extended for an additional period of 15 days terminating July 31, 1985 3. Other Provisions. All other terms, conditions and commencing July 16, 1985, and covenants of the agreement shall remain the same and be in full force and effect. RAMOS, DIRECTOR OF PARKS,RECREATION AND COMMUNITY SERVICES FROM: ANNE RHODES, SUPERINTENDENT OF COMMUNITY SERVICES SUBJECT: PAL DATE: JULY 10, 1985 (6401) COPIES: I,' In December 1984 when we began to review and plan for the 85/86 budget we were informed that the renewal of revenue sharing to cities was in doubt. As I t-eviewed our programs to look fot- ways of saving dollat-s without sacrificing services it was determined that the PAL program did not appear to require the amount of consultant time presently allocated. Frequently, when I visited t~le senior center, there were volunteers manning the PAL phones. The consultant usually I eft the center by 1:00 p.m. and also ass igned a volunteer to help inthe mornings as wel I. There had been no prob I ems with the YO I unteers mann i fig the program as they learned quickly and. the process ~s not cumbersome. Based on the observations the question arose that we may not be running the program as cost effective as possible. For example the annual consultant costs are $9,794 which equates to $ 4.71 per h r ass u m i n 9 i t r e qui res f u I I . t i me 0 r 2,080 hours annual coverage. The cost goes up tOo ~7.53 per hr when- figured at 5 hrs a day for 1,300 hrs per year which appeared a more accurate time allocation. Actually, through my own observation all contacts are usually completed by noon. In addition, there has been considerable emphasis nationwide on jobs for the.elderly. W hen (OS t e d out, a Senior Service Aide at $3.35 per hr, 4 hrs a day or 1,040 hr-s a year cornes to $:3,484. By eliminating the consultant costs and substituting a Senior Service Aide and volunteers, we can do several thinss with no negative impact to the program. 1. Reduce the cost of the PAL Program. 2. Hire oldet. '-I1orket.s in keeping with national trend and highly compatible with a senior center, 3. Institute the pe\?:t- (oncept of seniors helping seniors ~hich should enhance the program. 4. Increase the use of volllnteers. Increase the number of elderly who are an active part of day to day activities at the Senior Center. This plan has worked so wel lover the years, it would seem only good business to apply it to the PAL Program as it enables us to continue a fine service a.t reduced cost.
