STAFF REPORT
BID SPEC; F-85-15
The proposed purchase is for one 62 HP. Tractor With Equipment, to be util-
ized in daily operations by Parks, Recreation and Community Service Depart-
ment. At the request of the Department and in co-ordination with the Equip-
ment Superintendent, appropriate specifications were prepared, published and
furnished to area equipment suppliers. Bids were publicly opened and declared
on April 18, 1985. The following is a summary of bids received.

Specifications as bid have been reviewed with the Equipment Superintendent and
with Parks, Recreation & Community Services Maintenance Supervisors who concur
that the bid of Whitney Tractor Co. meets specifications and requirements.
Five bidders were contacted as to why they "NO BID" and why they did not respond.
The reasons offered were: Busy season, no time to bid, busy season, bidding
distribution local geographic area only, Municipal business is only other business
to distributor not major business. Several vendors were considerate enough to
work-up a list price for comparison. Eberhard offered $33,500. - Scott offered
$35,500.
Whitney presented a item by item work sheet of all pieces of equipment that re-
flect a list price of $39,376. In view of the item by item listing and other
pricing the discounted offer of $31,902.46 was considered a fair and reasonable
price.
Other local Municipal Agencies offered little awareness as to comparison. It
is therefore recommended that the bid be accepted for contract. The Equipment
is in the 1984/85 budget.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT
TO WHITNEY TRACTOR COMPANY FOR THE FURNISHING AND DELIVERING OF
ONE NEW 62 HP. TRACTOR WITH EQUIPMENT IN ACCORDANCE WITH
SPECIFICATION NO. F-85-15.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. Whitney Tractor Company is the sole bidder for
the furnishing and delivering of one new 62 HP. Tractor with
equipment model John Deere 401-D at a total cost of $31,902.46~
that such bid is satisfactory and in accordance with Specification
No. F-85-15~ that the contract therefor is hereby awarded to said
bidder~ and that the Mayor of the City of San Bernardino is hereby
directed to execute said contract.
I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the Mayor and Common Council of the City of San
Bernardino at a
