The Clean-Up for Christmas program was conducted on December
9, 1989. The Mayor and CODlDlon Council had previously
approved the use of bond proceeds to fund this program. The
total cost of this program is $71,539.35.
In order to reimburse the City for these costs from the bond
proceeds, it is necessary for the Mayor and CODlDlon Council
and CODlDlunity Development CODlDlission to adopt a mutual
benefit resolution. These resolutions are provided as an
attachment and are recoDlDlended for adoption.

Attached are copies of resolutions prepared by Hawkins,
Delafield, and Wood (Sabo's Office) to allow for the expendi-
tures of the Christmas Cleanup program as a component of the
Blight Removal Program. There is one resolution for the
Mayor and Common Council and one for the Community Develop-
ment Commission. These need to be placed on the agendas for
approval. You need to coordinate this with Robert Te~le.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO, CALIFORNIA, MAKING
FINDINGS AND DETERMINATIONS AS TO '!'HE BENEFIT OF
UNDERTAKING CER1'AIN BLIGH'l' REMOVAL ACTIVITIES FOR
VARIOUS REDEVELOPlttNT PROJECT AREAS OF '!'HE AGENCY
WHEREAS, the City of San Bernardino, California (the
-City-), is a municipal corporation and a charte~ city duly created
and existing pursuant to the Constitution and' the laws of the State
of California; and
WHEREAS, the COlllllunity Development COlllllission of the City
of San Bernardino (the -Colllllission-) on behalf of the Redevelopment
Agency
of
the
City
of
San Bernardino
(the
-Agency-),
is
a
redevelopment agency, a public bOdy, corporate and pOlitic of the
State of California, organized and existing pursuant to the

COlllllunity Redevelopment Law (Part 1 of Division 24) cOlllllencing with
o
Section 33000) of the Health and Safety Code of the State ef
California (the -Act-); and
WHEREAS,
the
Agency may,
in
furtherance
of
its
redevelopment purposes, undertake redevelopment projects either
within or without redevelopment project areas of the Agency to the
extent. that it determines that such projects are of benefit to the
project areas of the Agency; and

WHEREAS, the Agency may undertake various blight removal
c:> redevelopment activities (the "Blight Removal Activities") including
but not limited to the removal and disposal of debris, trash and
waste materials and the clearing of various rights-of-way and
adjacent land which rights-of-way are located both within and
without the boundaries of various redevelopment project areas of the
Agency if the Agency determines: (1) that such Blight Removal
Activities are of benefit to the redevelopment project areas of the
Agency or the immediate neighborhoOds in which the projects are and
(2) that no other reasonable means of financing such Blight Removal
Activities is available to the community; and
WHEREAS, it is in the interests of the City and the Agency
that the Agency causes the undertaking of the Blight Removal
o Activities in order to remove blighting conditions from the major
thoroughfares within the City which thoroughfares provide access to
and from the various redevelopment project areas of the Agency; and

WHEREAS,
the undertaking of the Blight Removal Activities
will promote the development of redevelopment project areas within
the City which project areas include: the Meadowbrook-Central City
Project Area, Central City North Project Area, Central City East
Project Area, Central City South Project Area, Central City West
Project Area, Tri-Cities Project Area, Southeast Industrial Park
Redevelopment Project Area, South Valle Project Area, State COllege
Project Area, Northwest Project Area and the Uptown Project Area, to

the extent that it will make such project areas more desirable for
industrial, commercial or residential development which in turn will
assist in the elimination of blight within such areas; and
WHEREAS, in order to promote the City's health, safety and
welfare and ensure the orderly development of the Agency's various
project areas, it is important that the Blight Removal Activities be
financed by the Agency; and
WHEREAS, it is appropriate at this time for the Mayor and
Common Council of the City (the -Council-) to make certain findings
and determinations and take certain action with respect to the
financing of the Blight Removal Activities.

NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO, CALIFORNIA, DO HEREBY FIND, RESOLVE, DETERMINE AND
ORDER AS FOLLOWS:

Section 1. The Recitals hereinabove are true a{ld
correct and are incorporated herein by this reference.
Section 2. The Counci 1 consents to the payment by the
Agency of the costs of the Blight Removal Activities in order to
implement the redevelopment plans of the Agency for the reasons set
forth in the Recitals hereinabove. The Council further finds and
determines that no other. reasonable means of financing the Blight
Removal Activities is presently available to the City or the Agency

and that the City and the Agency require the use of revenues
o generated from the various project areas of the Agency in order to
fund the Blight Removal Activities.
Section 3. The undertaking of the Blight Removal
Activities will allow the Agency to promote redevelopment within the
project areas of the Agency by eliminating blighting conditions on
the major arterials leading into and out of the project areas which
in turn will help stimulate development of such, project areas and
their immediate neighborhoods.
Section 4. The City Clerk is hereby authorized and
directed to cause this Resolution to be transmitted to the Agency
for appropriate action by that body.

Removal Activities is presently available to the City or the Agency
