R. Holcomb. ROLL CALL Roll call was taken with the following being present! Commission Members Esther Estrada, Jack Reilly, Jess Flores, Michael Maudsley, Tom Minor, Valerie Pope-Ludlam, Norine Miller. STAFF PRESENT Robert J. Temple, Acting Executive Director, Redevelopment Agency; John Hoeger, Development Division Manager, Redevelopment Agency; Susan M. Morales, Project Manager, Redevelopment Agency; James F. Penman, City Attorney; Dennis A. Barlow, Senior Assistant City Attorney; Marshall Julian, City Administrator; Shauna Clark, City Clerk; Margie Vance, Recording Secretary. Public Comments on Items not on the Agenda. There were no public comment s . 1. . Community Development Commission Minutes. Commission Member Flores made a motion, seconded by Commission Member Reilly to approve the minutes of (a) April 16, 1990 and (b) April 19, 1990 of the meetings of the Community Development Commission of the City of San Bernardino, as submitted in typewritten form. The motion carried by the following vote: Ayes: Commission Members Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam and Miller. Noes: None. Abstain: None. Absent: None. 2. Redevelopment Committee Minutes. Commission Member Flores made a motion, seconded by Commission Member Reilly to receive and file the minutes of April 5, 1990, of the meeting of the Redevelopment Committee/Redevelopment Agency of the City of San Bernardino, as submitted in typewritten form. The motion carried by the following vote: Ayes: Commission Members Estrada, Reilly, Flores, Mauds1ey, Minor, Pope-Ludlam and Miller. Noes: None. Abstain: None. Commission Member Flores made a motion, seconded by Commission Member Reilly, to receive and file the minutes of March 21, 1990, of the meeting of the Nt. Vernon Corridor Project Area Committee of the City of San Bernardino, as submitted in typewritten form. The motion carried by the following vote: Ayes: Commission Members Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam and Miller. Noes: None. Abstain: None. Absent: None. COMMISSION MEMBER POPE-LUDLAM WAS EXCUSED FROM THE COUNCIL TABLE. 4. Shadow Hills Village Apartment Project. The City Clerk read the title of the resolution. Community Development Commission RESOLUTION NO. 524B RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO MAKING FINDINGS AND DETERMINATIONS AS TO THE BENEFIT OF ASSISTING IN THE DEVELOPMENT OF A LOW-AND-MODERATE INCOME MULTIFAMILY HOUSING PROJECT (SHADOW HILLS PROJECT). Commission Member Reilly made a motion, seconded by Commission Maudsley, to adopt the resolution. The motion carried by the following vote: Ayes: Commission Members Estrada, Reilly, Mauds1ey, Minor and Miller. Noes: Flores. Abstain: None. Absent: Pope-Ludlam. COMMISSION MEMBER POPE-LUDLAM RETURNED TO THE COUNCIL TABLE. 5. Request to amend PAC Bylaws; Consider recommended Projects List; Approve Relocation Guidelines and Owner Participation Procedures and Set Joint Public Hearing for the Proposed Nt. Vernon Corridor Redevelopment Project Area. Community Development Commission Commission Member Estrada made a motion, seconded by Commission Member Flores, to approve amendment to the Bylaws as recommended by the Nt. Vernon Corridor Project Area Committee. The motion carried by the following vote: Ayes: Commission Members Estrada, Reilly, Flores, Mauds1ey, Minor, Pope-Ludlam and Miller. Noes: None. Abstain: None. Absent: None. 2 May 7, 1990 2000R o o ~ o o o Community Development Commission Commission Member Estrada made a motion, seconded by Commission Member Flores, to approve the Projects List for the proposed Nt. Vernon Corridor Redevelopment Plan, as recommended by the Project Area Committee. The motion carried by the following vote: Ayes: Commission Members Estrada, Reilly, Flores, Mauds1ey, Minor, Pope-Ludlam and Miller. Noes: None. Abstain: None. Absent: None. Community Development Commission RESOLUTION NO. 5249 RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO APPROVING AND ADOPTING RELOCATION ASSISTANCE GUIDELINES FOR THE PROPOSED MT. VERNON CORRIDOR REDEVELOPMENT PROJECT. Commission Member Estrada made a motion, seconded by Commission Member Flores, to adopt the resolution. The motion carried by the following vote: Ayes: Commission Members Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam and Miller. Noes: None. Abstain: None. Absent: None. Community Development Commission RESOLUTION NO. 5250 RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN . BERNARDINO APPROVING AND ADOPTING RULES GOVERNING PARTICIPATION AND TKt RE-ENTRY PREFERENCES FOR OWNERS, BUSINESSES AND TENANTS IN THE PROPOSED MT. VERNON CORRIDOR REDEVELOPMENT PROJECT. Commission Member Estrada made a motion, seconded by Commission Member Flores, to adopt the resolution. The motion carried by the following vote: Ayes: Commission Members Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam and Miller. Noes: None. Abstain: None. Absent: None. Community Development Commission RESOLUTION NO. 5251 RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO CONSENTING TO A JOINT PUBLIC HEARING WITH THE COMMON COUNCIL ON THE PROPOSED REDEVELOPMENT PLAN FOR THE MT. VERNON CORRIDOR REDEVELOPMENT PROJECT AND THE PROPOSED FINAL ENVIRONMENTAL IMPACT REPORT (EIR) RELATING THERETO. 3 May 7, 1990 2000R o o ~ o o o Commission Member Estrada made a motion, seconded by Commission Member Flores, to adopt the resolution. Community Development Commission RESOLUTION NO. 5252 RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO APPROVING ITS REPORT TO THE COMMON COUNCIL ON THE REDEVELOPMENT PLAN FOR THE MT. VERNON CORRIDOR REDEVELOPMENT PROJECT AND TRANSMITTING DOCUMENT BINDERS TO THE COMMON COUNCIL OF THE CITY OF SAN BERNARDINO. . Commission Member Estrada made a motion, seconded by Commission Member Flores, to adopt the resolution. The motion carried by the following vote: Ayes: Commission Members Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam and Miller. Noes: None. Abstain: None. Absent: None. Mayor and Common Council RESOLUTION NO. 90-156 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO CONSENTING TO AND CALLING A JOINT PUBLIC HEARING WITH THE COMMUNITY DEVELOPMENT COMMISSION ON THE PROPOSED REDEVELOPMENT PLAN FOR THE MT. . VERNON CORRIDOR REDEVELOPMENT PROJECT AND THE PROPOSED FINAL ENVIRONMENTAL IMPACT REPORT (EIR) RELATING THERETO. Council Member Estrada made a motion, seconded by Council Member Flores, . to adopt the resolution. The motion carried by the following vote: Ayes: Commission Members Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam and Miller. Noes: None. Abstain: None. Absent: None. A discussion ensued. Robert J. Temple, Executive Director expressed appreciation to staff, for all of their work and efforts in accomplishing this task. Commission Member Flores concurred with Mr. Temple and thank the Members of the Nt. Vernon Project Area Committee for attending the meeting and for their support in this endeavor. 4 May 7, 1990 2000R o o o 6. Closed Session Commission member Estrada made a motion, seconded by Commission Member Reilly to recess to closed session to give instruction to the Commission's negotiator on the purchase of property pursuant to Government Code Section 54956.8. The real property which the negotiations concern is generally located at Northwest corner of 5th and "E" Street. The motion carried by the following vote: Ayes: Commission Members Estrada, Reilly, Flores, Mauds1ey, Minor, Pope-Ludlam and Miller. Noes: None. Abstain: None. Absent: None. RECESSED MEETING At 2:50 p.m., the Community Development Commission/Redevelopment Agency recessed to closed session. MEETING RECONVENED At 3:15 p.m., the Community Development Commission/Redevelopment Agency meeting was called to order by Chairman W. R. Holcomb. ROLL CALL o Roll call was taken with the following being present: Commission Members Estrada, Reilly, Flores, Mauds1ey, Minor and Miller. ABSENT: Commission Member Pope-Ludlam. STAFF PRESENT a Robert J. Temple, Acting Executive Director, Redevelopment Agency; Dennis ~. Barlow, Senior Assistant City Attorney; Marshall Julian, City Administrator; Shauna Clark, City Clerk. A discussion ensued. Chairman W. R. Holcomb announced that the Commission had approved the acquisition of the property located at the Northwest corner of 5th and "E" St reet . 7. Adjournment Commission Member Minor made a motion, seconded by Commission Member Maudsley, to adjourn to Monday, May 14, 1990, at 12:00 a.m. in the Redevelopment Agency Board Room, Fourth Floor, City Hall, 300 North "0" Street, San Bernardino, California. o The motion carried by the following vote: Ayes: Commission Members Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam and Miller.
