BRIGGS Sr. Asst. City Attorney Date September 26, 1986 Subject Meeting with Representative~ Fair Political Practices Commission Approved Date 750.80 John McLean, an attorney with the Fair Political Practices Commission, has been designated by the Commission to meet with the Mayor and Common Council and the Community Development Commission to discuss the general principles of conflict of interest. He has suggested five alternate dates, anyone of which is available to him at this time. He would plan to fly down from Sacramento for the meeting, and return the same day. He advises that he would be happy to meet at the Council's convenience, but suggests that any morning meeting not start earlier than 10:00 a.m., if convenient. He is available either morning or afternoon on wednesday, October 15, Thursday, October 16, or Tuesday, Wednesday, or Thursday, October 21, 22, or 23. He asks that I get back to him as early as possible to advise him which day the Council prefers. I have been advised by the Attorney General's office that they customarily do not meet with local units of governments, and that it is the Attorney General's position that City Attorneys and other local counsel generally are more familiar with and better prepared to address issues of Government Code Section 1090 type violations than is the Attorney General's office. I have not received a final rejection, but a preliminary "highly doubtful" response. After you have advised me what date the Council prefers, I will again contact the Attorney General's office to see if they will send a representative. Also, I will contact the District Attorney's office to seek to have them send a representative. ARB:pmm
