STAFF REPORT
We reeeived notification Friday afternoon, Sept_ber 25. 1986. that our
application for an Urban Developlllent Action Grant (UDAG) for the Baseline and
Kuacott Shopping Center l18de the funding list. but waa not funded this round.
This round BUD funded *92.400.000 worth of projects. If *36 aillion IDore had been
allocated for the budget, our projeet would have been funded. ~

Making the -funding liBt- _ns that BUD considers the project worthy of funding.
Projecta are ranked by BUD and placed on the list in the order of their ranldDg.
ODee the budget amount is deterained. projectB are funded n the order of their
ranking until the budget has been depleted. The current criteria that is used for
ranking is - existing impaction and diatresB and age of existing houBing. In
cOllpeting with eastern dties. California. by its very nsture, would rank lower.
Congress haa been conBidering amending the criteria/ranking syst_ to include two
sets of ranking. The first being the current criteria for 6S1 of the budget and
the second being the consideration of the economic developaent aerits of the
project itself for 3S1 of the budget. If the amendllent is approved. each
applicant. would be ranked under both criteria. It waB hopeful that thiB amendment
would have been approved for this round, but unfortUJl8tely. it waB not. There is
still hope. however. that the aaendlll!nt will be approved for the next UDAG round
scheduled for January, 1987.
Now that our application is on the -funding list-. .. will be considered in thiB
next round. Between now and then. the Agency can finalize ita developlllent
agreellent with Alexander Basgan and aSBellble the site. It is hopeful that the
final aareellent will be before you the firBt IDeeting in Novellber. Staff. aB well
as Nationsl Developlllent Council, will continue our efforts to accellerate the
approval of the UDAG ranldng criteria through our representative. Jerry Lewis.
